RESOLUTION NO. 79-1-3-1
GENERAL PLAN AMENDMENT 79-1 (THE RANCH)
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SAN JUAN CAPISTRANO, CALIFORNIA, APPROVING
GENERAL PLAN AMENDMENT 79-1 (THE RANCH)
WHEREAS, the City Council initiated consideration of
General Plan Amendment 76-2 on August 2, 1978, to include a
request for change in land use designations and the deletion of
Horno Creek Road from the General Plan. The subject property is
325 acres +, located east of Interstate 5 and north of the Ortega
Highway; and,
WHEREAS, consideration of the General Plan Amendment
has been carried over into calendar year 1979, the Amendment thus
being re -designated General Plan Amendment 79-1; and,
WHEREAS, the City's Environmental Review Board has found
that the proposed General Plan Amendment will have a significant
impact on the environment, has required the preparation of an
environmental impact report, and has otherwise carried out all
requirements of the California Environmental Quality Act; and,
WHEREAS, the City's Planning Commission has held a duly
noticed public hearing on the General Plan Amendment and has
recommended approval subject to certain modifications; and,
WHEREAS, the City Council finds and determines as
follows:
1. The required draft environmental impact report has
been reviewed by the City Council, the Planning
Commission, and the Environmental Review Board.
' The Planning Commission has recommended certification
of the Environmental Impact Report as adequate.
The City Council after holding a public hearing on
the report, has determined that the Environmental
Impact Report adequately addresses the environmental
impact of the proposed General Plan Amendment.
2. The proposed land use designations, shown on
Exhibit "A", attached hereto, including the "visual
impact" overlay designation for "Helicopter Hill",
as shown on the Exhibit, are consistent with the
overall goals and policies of the General Plan.
3. The proposed future development project will
generate considerably less traffic into presently
designated Horno Creek Road than the present
General Plan land use designations. Furthermore,
an adequate circulation system for the northeast
quadrant of the City can be maintained without the
construction of Horno Creek Road.
. 4. The construction of Horno Creek Road would have an
adverse impact on the subject proposed Planned
Community and its future agricultural operations.
' 5. The revised alignments for Rancho Viejo Road,
Calle Arroyo (including partial reclassification),
Avery Parkway, and La Pata Avenue, as shown on
Exibit "B", attached hereto, are related to the
subject General Plan Amendment and are consistent
with the overall goals and policies of the General
Plan.
6. All equestrian/hiking trails and bikeways shall be
dedicated, improved and developed as shown in the
Parks and Recreation Element of the General Plan
and as required by Section 4.1.6 of the Land Use
Management Code.

NOW, THEREFORE, BE IT RESOLVED, that the City Council
hereby takes the following actions on General Plan Amendment 79-1:
1. Certification of the draft Environmental Impact
Report as adequate and adoption of the report as a
Final Environmental Impact Report.
2. Approval of the land use designations shown on
Exhibit "A", including the "visual impact" overlay
for the "Helicopter Hill" area shown on the Exhibit.
Said land use and overlay designations shall be
entered on the Composite Land Use Map.
3. Approval of the complete deletion of Horno Creek
Road from the Composite Land Use Map and Circulation
Element.
4. Approval of the revised alignments and classification
of Rancho Viejo Road, Calle Arroyo, Avery Parkway,
and La Pata Avenue as shown on Exhibit "B".
This Resolution shall become effective on January 18,
1979.
PASSED, APPROVED AND ADOPTED this 3rd day of
January , 1979, by the following vote, to wit:
