Resolution Number 80-3-19-12425 RESOLUTION NO. 80-3-19-12 JUNE 3 REFERENDUM ELECTION - STATE AND 19 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA, APPROVING PARTICIPATION IN A SPECIAL ELECTION CALLED BY THE BOARD OF SUPERVISORS OF ORANGE COUNTY TO APPROVE RENTAL HOUSING DEVELOPMENT FOR ELDERLY, HANDICAPPED, LOW- OR MODERATE -INCOME PERSONS WHEREAS, the Board of Supervisors of the County of Orange has approved a resolution calling a special election for the approval of rental housing developments for low- and moderate - income, handicapped, and elderly persons; and, WHEREAS, the Federal Community Development Block Grant regulations require the adoption and implementation of a Housing Assistance Plan which identifies the housing needs of residents of low- and moderate -income, handicapped and elderly households and which identifies the steps to be taken to speak to those needs; and, WHEREAS, the primary sources of funding to speak to the housing needs identified in the adopted Housing Assistance Plan are available through the California Housing Finance Agency (CHFA) and the Federal Department of Housing and Urban Development (HUD); and, WHEREAS, the use of CHFA funding and assistance for new construction and substantial rehabilitation to meet the housing needs identified require that the majority of the qualified electors of the county and its cooperating cities vote on and approve the development, construction, and/or financing of rental housing developments for low- and moderate -income, handicapped, and elderly persons, pursuant to the provisions of Article XXXIV of the California Constitution; and, WHEREAS, the City of San Juan Capistrano may choose to participate in the special election, called for this purpose by the Board of Supervisors of the County of Orange, by adopting this Resolution; and, WHEREAS, the entire cost of the election, including the cities choosing to participate in the special election, will be paid from the Community Development Block Grant. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of San Juan Capistrano does hereby request participation in the special election called by the Board of Supervisors of the County of Orange to approve rental housing developments for elderly, handicapped, low- or moderate -income persons. -1- BE IT FURTHER RESOLVED, that a certified copy of this Resolution be submitted to the Registrar of Voters of the County of Orange on or before March 21, 1980, and that the Registrar of Voters be notified of the request of the City of San Juan Capistrano that the votes cast within that City be tabulated separately from the unincorporated area and any other participating cities.
