Resolution Number 80-1-23-2161 RESOLUTION NO. 80-1-23-2 APPLICATION FOR TITLE III -B GRANT FUNDS (VEHICLE ACQUISITION) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA, APPROVING THE APPLICATION FOR GRANT FUNDS UNDER TITLE III -B OF THE OLDER AMERICANS ACT (VEHICLE ACQUISITION) WHEREAS, the Congress has enacted the Older Americans Act, Title III -B of which provides one time only matching grants in aid to the State of California and its political subdivisions for the purpose of renovation or alteration of existing facilities that can be utilized as community senior citizens centers, and acquisition of non -expendable vehicles and equipment; and, WHEREAS, the California Department of Aging is responsible for the administration of the Program within the State, settting up necessary rules and procedures governing application by local agencies under the Program; and, WHEREAS, said adopted procedures established by the California Department of Aging require the applicant to certify by resolution the approval of applications and the availability of local matching funds prior to submission of said applications to the State. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of San Juan Capistrano, California, hereby: 1. Approves the filing of an application for grant funds under Title III -B of the Older Americans Act for the acquisition of a 12 -passenger van equipped with dispatching unit, wheelchair lift, and wheelchair storage racks for use in the Senior Citizens program; and, 2. Certifies that said agency understands the assurances in the application including compliance with all federal, state, and local environmental, public health, relocation, affirmative action, and clearinghouse requirements and all other appropriate codes, laws and regulations prior to the expenditure of the grant funds; and, 3. Certifies that said agency has or will have sufficient funds to operate and maintain the project; and, 4. Certifies that said agency has or will have available prior to the commencement of any work on the project included in this application the required amount of matching money from a non-federal source; and, 5. Certifies that the project included in this application conforms to the recreation element of the applicable city or county general plan; and, 6. Appoints the City Manager as agent of the City to conduct all negotiations, execute and submit all documents including but not limited to applications, -1- 162 agreements, amendments, payments requests, and so on which may be necessary for the completion of the aforementioned project.
