GENERAL PLAN AMENDMENT 81-3 (REVISED HOUSING
ELEMENT AND GLENDALE FEDERAL)
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SAN JUAN CAPISTRANO, CALIFORNIA, TAKING
ACTION ON ITEMS A AND B OF GENERAL PLAN
AMENDMENT 81-3 (REVISED HOUSING ELEMENT AND
GLENDALE FEDERAL)
WHEREAS, the City Council initiated consideration of
General Plan Amendment (GPA) 81-3 to include:
A. Revised Housing Element;
B. Glendale Federal --change of Parcel I commercial
area to residential; and,
WHEREAS, each of the preceding two General Plan
Amendment items has been reviewed by the Planning Commission
and forwarded to the City Council for final action.
NOW, THEREFORE, BE IT RESOLVED, that the City Council
does hereby make the following findings and takes the following
actions regarding the two items:
ITEM A. Housing Element
WHEREAS, the City Council initiated consideration of
General Plan Amendment 81-3A on April 7, 1981, to include a
proposed revision to the Housing Element; and,
WHEREAS, the City's Environmental Review Board has
determined that the revised General Plan Housing Element will
not have a significant impact on the environment, has
accordingly issued a negative declaration for the project, and
has otherwise carried out all requirements of the California
Environmental Quality Act; and,
WHEREAS, the City's Planning Commission has forwarded
the Housing Element General Plan Amendment to the City Council
recommending approval; and,
WHEREAS, the City Council finds and determines as
follows:
1. The revised Housing Element serves to reinforce
the community's desire to facilitate the
improvement and development of housing and to
make adequate provision for the housing needs of
all segments of the community.

3 44 2. The revised Housing Element is in conformance
with Government Code Sections 65583(a)(b)(c) and
65584.
3. The revised Housing Element updates and provides
an update and refinement of the policies of the
Housing Element originally adopted in 1974.
NOW, THEREFORE, BE IT RESOLVED, that the City Council
does hereby approve General Plan Amendment 81-3A, adopting the
revised Housing Element submitted with the City Council staff
report of November 17, 1981, and directs that said revised
Housing Element be incorporated into the General Plan text.
ITEM B. Glendale Federal PC - Parcel "I"
WHEREAS, the City Council initiated consideration
of General Plan Amendment 81-3B on May 19, 1981, to include a
proposed change in land use designations on a five -acre + site
located on the south side of San Juan Creek Road just east of
the San Juan Hills Golf Course; and,
WHEREAS, the City's Environmental Review Board has
determined that the project will not have a significant impact
on the environment, has accordingly issued a negative declaration
for the project, and has otherwise carried out all requirements
of the California Environmental Quality Act; and,
WHEREAS, the City's Planning Commission has reviewed
the proposed General Plan Amendment and has forwarded it to the
City Council recommending approval; and,
WHEREAS, the City Council finds and determines that
the proposed change in land use designation on the subject
property from commercial to residential shown on Exhibit "A",
attached hereto, is consistent with the overall goals and
policies of the General Plan.
NOW, THEREFORE, BE IT RESOLVED, that the City Council
does hereby approve General Plan Amendment 81-3B, changing the
land use designation on the property previously designated as
Development Parcel I shown on Exhibit "A", from 3.0
(Neighborhood Convenience Center) to 1.5 (Medium -High Density
Residential). Said Exhibit "A" change shall be entered on the
General Plan Composite Map.
BE IT FURTHER RESOLVED, THAT:
1. The overall maximum residential unit count for
the area covered by this General Plan Amendment
(Glendale Federal Planned Community) shall be
amended from that adopted with previous General
Plan Amendment 81-1 from 1,201 dwelling units to
1,220 dwelling units --said change resulting from

the subject change of designation from
commercial to residential. Further, the precise
maximum unit count for each development area
shown on Exhibit "A" shall be as follows:

The preceding dwelling unit maximums shall
apply, notwithstanding any individual computation
of area and density maximums shown on Exhibit
"A"
2. All other provisions of earlier City Council
Resolution 81-3-17-2, adopting General Plan
Amendment 81-1, and set forth following, shall
remain in effect:
a) Equestrian use shall be encouraged during
the development process for Area H of
Exhibit "A".
b) The extension of La Novia Avenue south of
Parcel B connecting to the future Camino
Las Ramblas extension, as shown on Exhibit
"A", shall be deleted from the General Plan
when the City and County of Orange agree to
delete it from the City Master Plan of
Streets and Highways and County Master Plan
of Arterial Highways. After such action,
the La Novia extension shall be changed to
a commuter street designation, terminating
within the Glendale Federal property. Said
commuter street shall then connect to
Camino Las Ramblas via an emergency access
road. The Director of Community Planning
and Development is hereby authorized and
directed to implement the preceding General
Plan changes upon said City and County
agreement to delete the La Novia extension.
Said changes shall be implemented without
the processing of an additional General
Plan Amendment.

3 46 c) The "La Novia loop" extending south and
west from San Juan Creek Road to Valle
Road, is shown on Exhibit "A" as a
secondary arterial. This arterial is
intended to be improved to two traffic
lanes over most of its length, with arterial
amenities and additional roadway width at
intersections and elsewhere to insure
traffic safety. Such amenities and
additional roadway shall be determined
during review of a future zone change and
development plans.
d) The 2.6 (Natural Open Space) designation
shown on Exhibit "A" denotes area to remain
in natural open space, free of development
or grading, except for the minimum needed
to construct emergency and reservoir access
roads, equestrian and hiking trails, and
rest stops.
e) The development area boundary lines on
Exhibit "A", separating either a development
designation or a 2.0 (General Open Space)
designation from the 2.6 (Natural Open
Space) designation, shall be considered the
absolute limits of building and/or grading
for development areas in the Planned Community.
No development plan or tract map shall be
approved which provides for building or
grading beyond said boundary line(s) into
the designated 2.6 area.
f) The "Geological Overlay" designation placed
over development Areas E and F on Exhibit
"A" shall require the submission of additional
geological information to confirm, to the
City's satisfaction, that said areas can be
developed to a safe and stable condition.
The underlying residential development
designations shown on Exhibit "A" for Areas
E and F shall not become effective until
the City reviews said geological information
and insures stable development. If the
City determines, from additional geological
evidence, that all or part of Areas E —
and/or F are not safely developable, the
Exhibit "A" dwelling units from said areas

shall not be transferred into other portions
of the Glendale Federal property unless the
City approves an additional General Plan
Amendment.
