Resolution Number 81-11-3-5RESOLUTION N0. 81-11-3-5 323 ANIMAL FACILITY RULES AND FEE SCHEDULE A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA, ESTABLISHING RULES AND REGULATIONS FOR ANIMAL FACILITIES AND ADOPTING A FEE SCHEDULE WHEREAS, on October 10, 1976, the City Council adopted Resolution No. 76-10-6-1, adopting rules, regulations and a fee schedule for animal facilities within the City; and, WHEREAS, the provisions of the aforesaid resolution are administered and enforced by the County of Orange; and, WHEREAS, the County of Orange desires to amend only the fee schedule portion of said resolution. NOW, THEREFORE, BE IT RESOLVED that the fee schedule appearing in Resolution No. 76-10-6-1 be and is hereby amended to read as follows: "FEE SCHEDULE "The following fee schedule has been adopted for services rendered by the Veterinary Public Health Division of the Orange County Health Department. "A. For animals impounded at the Shelter: 11 1. Impound Fees: Minimum "a. Large animal (horse, cow, etc.) actual cost or .......... $40.00 "b. Medium animal (pig, sheep, etc.) actual cost or .......... 30.00 "c. Dog, cat, or other small animal actual cost or .......... 25.00 (Except that animals that are impounded more than once within a twelve (12) month period will be charged above fees plus fifty percent (50%) of prior impounding charges). "2. Placement Fees: ,.a. Dog ..................... "b. Cat ..................... "c. Other animal subject to placement ............... -1- Minimum $13.00 8.00 market value 324 "3. Daily Care and Fee: Minimum (Start with first day, Sundays and holidays included, except no charge if redeemed same day, i.e, day of impound) "a. Large animal (horse, cow, etc.) ...... $ 6.50 _ "b. Relative value unit (for Medical Service) ... 6.00 per RVU "c. Other procedures (X-ray, shots, lab) ..... at cost "d. Medical or surgical care, per treatment, performed by private veterinarian, flat rate ............... 20.00 Note: The Director may charge the owner or custodian for veterinary care rendered to impounded animals and such charges shall constitute a lien on said animals. He may approve payment from County funds to practicing veterinarians rendering treatment to impounded animals. "B. Individual Animal Licenses: "Note 1. A dog license can be sold only for the period covered by a valid rabies vaccination certificate acceptable to the California Department of Health (Ca. Admin. Code. 2606.4). "Note 2. The reduced fee for a neutered animal will be allowed only upon presentation of a certifcate of spaying, castration, or of the dog's inability to reproduce signed by a licensed veterinarian. "Note 3. Any person who fails to purchase or renew a license within fifteen (15) days after it has become due or expired shall be deemed delinquent and may be required to pay a late fee of five dollars ($5.00) in addition to the prescribed fee. -2- 3 25 -3- "Note 4. Once purchased, there will be no refund of license fees unless it is demonstrated that, at the time the license became effective, the animal was not subject to licensing. License for privately owned wild, exotic, dangerous, or nondomestic animal, each ......... 25.00 116. Orange County residents who are 65 years of age or older may at 50% of the regular fee obtain one dog license or one cat registration. "c. Animal Facility License: "Note: A non-refundable application fee of $25.00 shall be charged for processing an application for any of the following facility licenses. The application fee shall be credited to the license fee if the license is issued: "l. Kennel, per year "a. 4-9 animals $ 50.00 "b. 10-29 animals 80.00 "c. 30-59 animals 110.00 "d. 60 or over animals 145.00 "2. Pet shop, per year 60.00 "3. Grooming parlor, per year 30.00 "4. Animal rental establishment, per year 125.00 -3- "5. Permanent animal exhibition 3 26 (including public aquarium, zoo, domestic and wild animal park, and animal act), per year $120.00 "6. Commercial stable, per year "a. 1-9 horses 50.00 "b. 10-29 horses 80.00 "c. 30-59 horses 110.00 "d. 60 or over horses 145.00 117. Circus, per day 150.00 "8. Rodeo, per day 300.00 11 9. Animal Exhibition (temporary) "First Day ..................... 25.00 "Additional Day ................ 10.00 "Not to Exceed Per Year ........ 150.00 maximum "10. Penalty Fee ................... 25% of Licensing Fee "Any owner, operator, or person who fails to purchase or renew an Animal Facility License within thirty (30) days after it has become due or expired shall be deemed delinquent and may be required to pay a late fee of 25% of the license in addition to the prescribed fee. "D. Dead Animal Pick-up: "(Dog and cat owner release) 15.00" BE IT FURTHER RESOLVED that except as specifically amended herein the remaining terms and conditions of Resolution No. 76-10-6-1 shall remain in full force and effect.
