RESOLUTION NO. 81-8-18-2
SPECIFIC PLAN 81-2 (CAPISTRANO TERRACE MOBILE HOME PARK)
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SAN JUAN CAPISTRANO, CALIFORNIA, APPROVING
SPECIFIC PLAN 81-2 (CAPISTRANO TERRACE
MOBILE HO'ME'PARK)
WHEREAS, the applicant, Capistrano Terrace Mobile Home
Park, Capistrano Terrace Associates, 1110 Glenneyre Street,
Laguna Beach, has submitted Specific Plan 81-2, proposing reduced
side -yard setbacks for Capistrano Terrace Mobile Home Park,
located at 32802 Valle Road; and,
WHEREAS, the City's Environmental Review Board has
determined that the proposed application will not have a
significant impact on the environment; and,
WHEREAS, the City's Planning Commission has forwarded
the Specific Plan to the City Council recommending approval; and,
WHEREAS, the City Council of the City of San Juan
Capistrano finds and determines as follows:
1. The proposed Specific Plan is consistent with the
general intent of the California Government Code
Section 65451.
2. The proposed Specific Plan will implement the
intent of the General Plan as -it relates to
improving housing conditions.'
NOW, THEREFORE, BE IT RESOLVED, that Specific Plan
81-2 shall include the plan map designated as Exhibit "A,"
and the following development regulations:
DEVELOPMENT REGULATIONS
1. New units within the park shall be a maximum 14
feet in width with the exception of those spaces
listed in number 2 below.
2. The following spaces may accommodate a maximum
20 -foot wide unit:

3. No unit shall be located closer than 0 feet from
the front space line, 3 feet from the rear space
line, and an average of 5 feet from a side space
line.
4. A carport cover shall be required and may not be
located closer than an average of 2 feet from a
side space line.
5. An open patio cover may be constructed which may
not be located closer than an average of 2 feet
from a side space line.
6. If there is an existing open accessory structure
(carport or patio cover) on an adjacent space which
is located 3 feet or more from the common space
line, the carport and/or patio cover setbacks
identified in numbers 4 and 5 above may be reduced
to 1 foot from the space line.
7. The existing mobile homes are legal non -conformities
and, as such, may remain. On spaces with an
existing coach which encroaches into a required
yard (as required by Sections 3, 4, 5, and 6 above),
structural additions having the same setback are
permitted. Otherwise, Sections 3, 4, 5, and 6
shall apply.
8. Prior to approval of any modifications to the
park, the applicant shall submit plans of the
space to be redeveloped, showing precise location
of the new unit and space lines. Said plans shall
be drawn to a large scale and approved by the
Director of Community Planning and Development.
9. Minor amendments to the Specific Plan may be
approved by the Director of Community Planning and
Development if such amendments are determined to
be consistent with the intent of the Specific Plan.
10. For the purpose of determining the setbacks in
numbers 3, 4 and 5 above, the average setback
shall be computed as follows:
Locate four points along the side of the
unit --one at each corner and two points
equi-distant from each other, as well as
from the corner points. The average
separation equals the sum of the distances
between each of these four points and the
space line, divided by four.

BE IT FURTHER RESOLVED, that based upon the preceding
findings, the City Council of the City of San Juan Capistrano
does hereby approve Specific Plan 81-2, subject to the following
conditions:
1. A minimum fire flow if 1,000 gpm shall be
provided, and five fire hydrants shall be provided
on-site to the satisfaction of the County Fire
Marshal.
2. Roofs on new coaches and any new awnings installed
in the park shall be a dark, non -reflective
material and earthtone in color. Siding on any
new units shall be earthtones (e.g., browns,
siennas, ochres, grays) in order to blend into
the surrounding landscape.
3. The landscaping and fence along the Valle Road
frontage shall be restored to a neat and orderly
condition in a manner meeting the approval of the
Director of Community Planning and Development.
