Resolution Number 81-3-17-2 RESOLUTION NO. 81-3-17-2 APPROVING GENERAL PLAN AMENDMENT "ALTERNATE E, " GENERAL PLAN AMENDMENT 81-1 (GLENDALE FEDERAL) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA, APPROVING GENERAL PLAN AMENDMENT "ALTERNATE E" FOR GENERAL PLAN AMENDMENT 81-1 (GLENDALE FEDERAL) WHEREAS, the City Council initiated consideration of General Plan Amendment 81-1 on February 3, 1981, to include proposed changes in land use designations and arterial highway circulation for 1, 265 acres + known as the Glendale Federal property, located east of the San Diego Freeway and south of San Juan Creek Road; and, WHEREAS, the City' s Environmental Review Board has determined that the proposed General Plan Amendment will have a significant impact on the environment, has required the preparation of an environmental impact report, and has otherwise carried out all requirements of the California Environmental Quality Act; and, WHEREAS, the City' s Planning Commission has held a duly-noticed public hearing on the General Plan Amendment and has forwarded it to the City Council; and, WHEREAS, the City Council finds and determines as follows : 1. The previously-prepared environmental impact report and Environmental Impact Report supplement, combined with the General Plan Amendment staff report and exhibits , effectively address the environmental impacts of land use Alternates D, and E, as well as previous Alternates A, B, and C. 2 . The proposed amended land use designations and arterial highway alignments shown on Alternate E, attached hereto as Exhibit "A, " are consistent with the overall goals and policies of the General Plan. NOW, THEREFORE, BE IT RESOLVED, that the City Council does hereby approve General Plan Amendment 81-1, to consist of the Alternate E land use and circulation configuration, attached hereto as Exhibit "A. " Said Exhibit "A" changes shall be entered on the General Plan Composite Map and in the Land Use, Circulation, and other affected Elements of the General Plan. BE IT FURTHER RESOLVED, that: l. a. The overall maximum residential unit count for the area covered by this General Plan Amendment (Glendale Federal Planned Community) shall be I' -1- h 1, 201 dwelling units . Further, the precise maximum unit count for each development areas shown on Exhibit "A" shall be as follows: Maximum Area Dwelling Units Area A 27 Area B 66 Area C 286 Area D 256 Area E 267 Area F 236 Area G 0 Area H 63 Area I Non-Residential Total 1, 201 The preceding dwelling unit maximums shall apply, notwithstanding any separate computation of area and density maximums showns on Exhibit "A. " l.b. Equestrian use shall be encouraged during the development process for Area H of Exhibit "A. " 2. The extension of La Novia Avenue south of Parcel B connecting to the future Camino Las Ramblas extension, as shown on Exhibit "A, " shall be deleted from the General Plan when the City and the County of Orange agree to delete it from the City Master Plan of Streets and Highways and County Master Plan of Arterial Highways . After such action, the La Novia extension shall be changed to a commuter street designation, terminating within the Glendale Federal property. Said commuter street shall then connect to Camino Las Ramblas via an emergency access road. The Director of Community Planning and Development is hereby authorized ,and directed to implement the preceding General Plan changes upon said City and County agreement to delete the La Novia extension. Said changes shall be implemented without the processing of an additional General Plan Amendment. l3 . The "La Novia loop" extending south and west from San Juan Creek Road to Valle Road, is shown on Exhibit "A" as a secondary arterial . This arterial is intended to be improved to two traffic lanes over most of its length, with arterial amenities and additional roadway width at intersections and elsewhere to insure traffic safety. Such amenities and additional roadway shall be determined during review of a future zone change and development plans. -2- 4 . The 2. 6 (Natural Open Space) designation shown on Exhibit "A" denotes area to remain in natural open space, free of development or grading, except for the minimum needed to construct emergency and reservoir access roads, equestrian and hiking trails, and rest stops. 5 . The development area boundary lines on Exhibit "A, " separating either a development designation or a 2 . 0 (General Open Space) designation from the 2 . 6 (Natural Open Space) designation, shall be considered the absolute limits of building and/or grading for development areas in the Planned community. No development plan or tract map shall be approved which provides for building or grading beyond said boundary line (s) into the designated 2. 6 area. 6 . The "Geological Overlay" designation placed over development Areas E and F on Exhibit "A" shall require the submission of additional geological information to confirm, to the City' s satisfaction, that said areas can be developed to a safe and stable condition. The underlying residential development designations shown on Exhibit "A" for Areas E and F shall not become effective until the City reviews said geological information and insures stable development. If the City determines , from additional geological evidence, that all or part of Areas E and/or F are not safely developable, the Exhibit "A" dwelling units from said areas shall not be transferred into other portions of the Glendale Federal property unless the City approves an additional General Plan Amendment.
