OPPOSING PROPOSED BOUNDARY CHANGES -
CAPISTRANO VALLEY HIGH SCHOOL
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SAN JUAN CAPISTRANO, CALIFORNIA, STATING
ITS OPPOSITION TO THE PROPOSED ATTENDANCE
BOUNDARY CHANGES FOR CAPISTRANO VALLEY HIGH
SCHOOL

WHEREAS, the Capistrano Unified School District has
made a determination that Capistrano Valley High School is an
impacted school due to overcrowding and that San Clemente High
School is below capacity; and,
WHEREAS, among many alternatives studied by the
Capistrano Unified School District to alleviate this condition,
the Capistrano Unified School District is recommending boundary
changes to the high school attendance area by shifting San Juan
Capistrano students who would attend Capistrano Valley High
School to San Clemente High School; and,
WHEREAS, no parents of San Juan Capistrano students
from the affected area were represented on the advisory committee
which studied the various alternative proposals; and,
WHEREAS, San Juan Capistrano lost its high school many
years ago, and has actively sought to identify with its namesake
Capistrano Valley High School; and, under the new boundary
proposals, only some 50% of students from San Juan Capistrano
would attend Capistrano Valley High School; and,
WHEREAS, there have been multiple boundary changes for
families along the Ortega Highway in the last 9 years, and such
boundary shifts place an unfair burden on San Juan Capistrano
families; and,
WHEREAS, the citizens of San Juan Capistrano have
actively worked to resolve the problems of overcrowding by
adopting growth management controls, enactment of special funding
for portable school facilities, and searching for alternative
school sites within the City limits; and,
WHEREAS, the San Juan Capistrano City residents have
consistently voted in favor of Capistrano Unified School District
bond issues, demonstrating the community's support for the
Capistrano Unified School District in meeting the educational
needs of the school children of the City and the District at
large; and,
WHEREAS, the City Council of San Juan Capistrano feels
an obligation to represent the needs and views of the citizens of
San Juan Capistrano, while the Capistrano Unified School District
must represent the education needs of the District at large; and,

WHEREAS, the City Council of San Juan Capistrano
I 44recognizes the need to equalize the population size of the student
bodies and wishes to cooperate with the Capistrano Unified School
District and have input into the process of establishing fair and
sensible school boundaries.
NOW, THEREFORE, BE IT RESOLVED, that the City Council
of the City of San Juan Capistrano respectfully requests that the
Board of Trustees of Capistrano Unified School District not adopt
any plan or policies for attendance boundaries which would divide
San Juan Capistrano families into separate attendance areas,
cause discontinuity in community identity, or force the
consolidated area along the Ortega Highway to carry the major
burden of shifts as they must be made.
BE IT FURTHER RESOLVED, that the Board of Trustees
of Capistrano Unified School District consider the following plan
as an alternative:
1. Determine that all new enrollees from all grade
levels who move into San Juan Capistrano within
the currently existing Capistrano Valley High
School boundaries south of Junipero Serra be
required to attend San Clemente High School (Grids
0290, 0850, 0840, 0830, 0871, 0860, 0861, 0870,
0871, 0941, 0300, 0310, 0320, 1160, 1150, 1140,
1170, 1190). These students and their families
would not have established an allegiance to any
school, and extrapolating from the Capistrano
Unified School District figures would represent 50
to 70 students.
2. Permit and encourage voluntary transfers of
students at Capistrano Valley High School to San
Clemente High School regardless of where they
live, (10 to 20 students).
3. Consider shifting some of the Mission Viejo
students at Capistrano Valley High School to Dana
Hills High School and shifting Dana Hills students
living nearer San Clemente High School to that
school, (20 to 40 students).
PASSED, APPROVED AND ADOPTED this 4th day of
May 1 1982, by the following vote, otwit:
AYES: Councilmen Friess, Hausdorfer, Bland,
Schwartze and Mayor Buchheim
