Resolution Number 84-1-17-4252 RESOLUTION NO. 84-1-17-4 SUPPORTING POSITION OF TRI -TAC ON PROPOSED REGULATIONS GOVERNING WASTE DISPOSAL TO LAND A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA, SUPPORTING THE POSITION OF TRI -TAC ON THE PROPOSED REGULATIONS GOVERNING WASTE DISPOSAL TO LAND WHEREAS, the State Water Resources Control Board (SWRCB) and the State Department of Health Services (DHS) are considering the adoption of proposed regulations governing hazardous and non -hazardous waste disposal to land; and, WHEREAS, Tri -TAC, a technical advisory committee to the State Water Resources Control Board has set forth its comments and recommendations on the proposed regulations to the State Department of Health Services and the State Water Resources Control Board by a letter dated December 19, 1983, and signed by Mr. Roger Dolan, Chairman of Tri -TAC; and, WHEREAS, the paramount concern of Tri -TAC as it relates to the proposed regulations is the potential for many residues from sewage treatment plants to be unnecessarily classified as hazardous resulting in the increased difficulty and the increased cost of proper disposal of said residues; and, WHEREAS, the South East Regional Reclamation Authority (SERRA) is a public owner and operator of wastewater treatment works in Orange County, California, which faces the daily task of disposing residues generated by wastewater treatment of which the City is a participating member agency. NOW, THEREFORE, the City Council of the City of San Juan Capistrano does hereby RESOLVE, DETERMINE and ORDER as follows: Section 1. That the City Council of the City of San Juan Capistrano desires to express its support of Tri-TAC's comments and recommendations on the proposed regulations governing waste disposal to land. Section 2. That the City Council of the City of San Juan Capistrano urges the State Water Resources Control Board and the State Department of Health Services to carefully consider all of the potential environmental and monetary impacts of the proposed regulations including the unnecessary classification of residues of wastewater treatment as hazardous. 253 Section 3. That the City Clerk is directed to submit a certified copy of this Resolution to the State Water Resources Control Board and the State Department of Health Services.
