Resolution Number 83-11-1-3RESOLUTION NO. 83-11-1-3 GENERAL PLAN AMENDMENT 83-2 - NORTHWEST CIRCULATION STUDY A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA, APPROVING CIRCULATION ALTERNATE 6, GENERAL PLAN AMENDMENT 83-2 - NORTHWEST CIRCULATION STUDY 153 WHEREAS, the City Council has initiated consideration of General Plan Amendment (GPA) 83-2, to include review of alternate future circulation configurations for the northwest sector of the City; and, WHEREAS, the City's Environmental Review Board has determined that the project will have a significant impact on the environment, has accordingly required the preparation of an environmental impact report for the project, and has otherwise carried out all requirements of the California Environmental Quality Act; and, WHEREAS, the GPA has been reviewed by the Planning Commission and Traffic and Transportation Commission, both of which have recommended adoption of Alternate 6; and, follows: WHEREAS, the City Council finds and determines as 1. The environmental impact report and accompanying "responses to comments" effectively address the environmental impacts of the GPA. 2. The Alternate 6 Camino Los Padres alignment provides the most direct and efficient connection to an existing City arterial (Camino Capistrano). 3. Alternate 6 would involve less actual roadway construction through the agricultural preservation area than Alternate 1. 4. The Alternate 1 connection to the Alipaz-Junipero Serra linkage would be expensive and would have substantial impacts on the adjacent hillside or on Trabuco Creek, depending on which connection method was chosen. 5. Alternate 6 requires one less bridge over Oso Creek than Alternate 1. 6. Alternate 6 would be less expensive in both right-of-way and construction costs. -1- 154 NOW, THEREFORE, BE IT RESOLVED, that the City Council does hereby: 1. Certify the Northwest Circulation Study environmental impact report as complete. 2. Approve General Plan Amendment 83-2, with the adoption of circulation Alternate 6, and the deletion of the north -south arterial extending northward from Camino Los Padres. 3. Specify that provision shall be made, by means of underpasses or other secure means, for continued north -south agricultural access on both sides of the railroad tracks upon construction of Camino Los Padres. 4. Reconfirm that the land use designations shown on Alternate 6 are for traffic study purposes only and that land use changes are not a part of this GPA.
