Resolution Number 83-8-16-7RESOLUTION NO 83-8-16-7 AMENDING PERSONNEL CLASSIFICATION AND PAY PLAN A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA, AMENDING RESOLUTION NO. 82-9-21-4, THE CITY'S PERSONNEL CLASSIFICATION AND PAY PLAN WHEREAS, the City Council of the City of San Juan Capistrano is authorized and directed under Resolution No. 82-9-21-3, the City's Personnel Rules and Regulations, to adopt and amend a Personnel Classification and Pay Plan in order to administer the Personnel Management System of the City; and, WHEREAS, the orderly administration of the City's Personnel Management System requires that amendments be made to Resolution No. 82-9-21-4, the City's Personnel Classification and Pay Plan; and, WHEREAS, the City's Personnel Rules and Regulations require that adoption or amendment of the City's Personnel Classification and Pay Plan shall be approved by resolution of the City Council. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of San Juan Capistrano does hereby approve and adopt the following amendments to Resolution No. 82-9-21-4, the City's Personnel Classification and Pay Plan: 1. Amendment of Classification Plan The Personnel Classification Plan is hereby amended to include the position classification of "Zoning and Land Use Inspector," as shown in Exhibit "A," attached hereto. -1- i 112 2. Amendment of Pay Plan The Personnel Pay Plan is hereby amended to read as shown in Exhibit "B," attached hereto. EXAMPLES OF DUTIES Receives and acts on land use and zoning complaints and violations; assists in enforcement of provisions contained within Title 9 (Land Use) of the Municipal Code; receives and answers inquiries and con- ducts public information activities related to land use and zoning regulations and requirements. Assists in performing plan check reviews; reviews and monitors grading permits, tree removal permits, business licenses, home occupations permits, and permits for occupancy; reviews plans submitted for building permits to ensure compliance with the Land Use Management Code (LUMC) and conditions of approval imposed on development projects, tentative tract maps, site maps, conditional use permits and other land use applications. Prepares reports and correspondence on land use and zoning related items such as zone changes, variances and conditional use permits; provides administrative staff support services to department personnel as assigned. MINIMUM QUALIFICATIONS Graduation from an accredited college or university with a degree in planning or a related field or a Certificate of Urban Planning with some experience; or any equivalent combination or education and experi- ence which produces the following: Knowledge of the theory, principles and practices of urban planning and development. Some knowledge of federal and state laws related to urban planning and land use regulation. Knowledge of research methods as applied to the collection, tabulation and analysis of data related to urban planning and development. Ability to work under close supervision and comprehend and assimilate the application of urban planning and development principles and practices. Ability to constructively deal with and attempt to resolve land use complaints, violations and disagreements.
