AND COMPENSATION PLANS
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SAN JUAN CAPISTRANO, CALIFORNIA, AMENDING
RESOLUTION NOS. 82-9-21-4 AND 84-7-17-9, THE
CITY'S PERSONNEL CLASSIFICATION AND
COMPENSATION PLANS
WHEREAS, the orderly administration of the City's
personnel management system requires that certain amendments be
made to Resolution No. 82-9-21-4, the City's Personnel
Classification Plan.
WHEREAS, Memoranda of Understanding between the City
and affected employees or their representatives acknowledge that,
after meeting and conferring in good faith, a mutual
understanding and agreement has been reached as to amendments set
forth herein to Resolution No. 84-7-17-9, the City's Personnel
Compensation Plan.
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of San Juan Capistrano does hereby approve and adopt the
following amendments to Resolution Nos. 82-9-21-4 and 84-7-17-9,
the City's Personnel Classification and Compensation Plans:
A. Amendment of Resolution No. 82-9-21-4.

CLASS SUMMARY .
Under general direction, to perform responsible, specialized and
confidential secretarial and clerical work for the City Attorney;
and to do related work as required.
EXAMPLES OF DUTIES
Takes dictation, transcribes material and types a variety of legal
documents including ordinances, agreements, pleadings, complaints,
briefs, and opinions; assembles data and composes correspondence,
responses, reports, and summaries as assigned.
Receives and distributes incoming mail and correspondence; answers
telephone, screens calls and responds to routine inquiries; receives
and screens office visitors; assists public by receiving complaints
and inquiries and acting upon them according to City policy; makes
appointments for City Attorney and maintains office calendars and
schedules; assembles and organizes material required by City Attorney
for attendance at court proceedings, meetings and conferences.
Maintains and updates office records, files and law library; requisitions
and maintains appropriate stock level of office materials and supplies;
assists in preparing office budget and maintaining budget accounts and
control; recommends and implements departmental office practices, forms
and procedures.
Attends meetings and conferences to record proceedings and prepare
minutes or summaries; maintains various records pertaining to
personnel, purchasing, travel expenses, and related office activities;
relieves and assists City Attorney in performing administrative details;
may assign, review and supervise the work of others as required.
When assigned, provides staff assistance to boards, committees and
commissions; performs related Administrative Secretary duties when
required.
MINIMUM QUALIFICATIONS
Graduation from high school supplemented by college level course work in
legal secretarial science and considerable related experience; or any
equivalent combination of education and experience which produces the
following:
Considerable knowledge of legal secretary activities, terminology,
processes, documents, and forms.
Considerable knowledge of modern business office concepts, operations,
terminology, and equipment, including word processing.
Thorough knowledge of correct English usage, spelling, grammar, and
punctuation.

the City's accounting activities and responsibilities; and to do
related work as required.
EXAMPLES OF DUTIES
Assists with and coordinates the maintenance of municipal accounting
records including the posting of the general ledger and subsidiary
accounts and funds, employee payroll and fringe benefit programs,
accounts receivable and payable, cash receipts and deposits, bank
reconciliations, special assessment districts, fixed assets, and
journal entries.
Assists in the preparation of municipal, departmental and redevelopment
agency budgets; reviews and verifies proper classification and assignment
of budget funds and accounts; reviews budget requests and expenditures to
insure proper documentation, code assignments, availability of funds, and
adherence to established procedures and requirements; answers inquiries
and advises others regarding determination and distribution of budget
costs and budget requirements.
Audits accounting records and procedures to insure compliance with
established policies and requirements; assists in annual audit of
financial statements and records; coordinates application and use of
grant funds; analyzes revenue and expenditure reports and summaries
and reconciles discrepancies.
Prepares and coordinates development of special and routine accounting,
payroll and financial reports and summaries; prepares cost control and
distribution studies, account analyses and cash flow projections;
answers inquiries and advises others regarding account and fund balances
and projections.
Assists in the development, implementation and modification of computerized
accounting programs and systems as required; participates in and coordinates
input and adjustment of computerized accounting programs and systems;

Designs and prepares maps, charts, brochures, reports, illustrations,
and other visual presentations based upon information and data provided
and/or researched; designs and prepares a variety of illustrative and
graphic displays for reports, publications, posters, maps, newsletters,
and informative displays; designs and prepares graphs, maps, charts,
and reports to illustrate technical data; revises existing maps or
develops new maps as a result of boundary changes, annexations, zone
changes, and other revised information.
Designs layouts and camera-ready artwork for brochures, flyers, reports,
publications, posters, maps, and displays for public presentation; advises
and assists in selection of typestyle and size, paper stock, ink color and
method of presentations; maintains appropriate inventory of supplies and
materials required to perform assigned graphics illustration work; main-
tains records of work requests and completed projects.

and coordination of plans examination related to both building and grading;
to be responsible for the activities necessary to assure compliance with
codes, ordinances, regulations, and other legal requirements or established
policies; and to do related work as required.
EXAMPLES OF DUTIES
Supervises, coordinates and participates in plan examination and permit
issuance activities related to public and private development and the
construction of residential, commercial and industrial buildings and
structures or grading projects; establishes minimum standards for the
submittal of material for plan review; reviews, checks and verifies
accuracy of structural and other complex calculations submitted by
engineers, architects, designers and geologists in support of designs
presented for examination prior to the issuance of building or grading
permits; supervises and participates in the review of plans to determine
compliance with applicable codes, ordinances, regulations and other legal
requirements or established policies.
Provides assistance and information to developers, builders, architects,
home owners and other members of the public relative to applicable codes,
ordinances, fees, policies and procedures.
Provides either direct or functional supervision of subordinates; checks
calculations performed by subordinates; instructs subordinates in proper
methods and procedures for plan examination.
Responsible for the calculation of fees and the issuance of permits;
directs the keeping and maintenance of official files, plans, maps, pro-
files, notes and other office records.
Acts as Building Official on a temporary basis when so designated; when
assigned, provides staff assistance to boards, committees and commissions.
MINIMUM QUALIFICATIONS
Graduation from an accredited college or university with a bachelors degree
in civil or structural engineering, architecture, or a related field; and
thorough experience in all phases of residential, commercial and industrial
construction and the development and review of plans related thereto; or
any equivalent combination of education and experience which produces the
following.
Thorough knowledge of building and grading construction, materials, methods
and practices.
Thorough knowledge of municipal building and grading regulations and require-
ments, including uniform model codes.
