APPROVING ARCHITECTURAL CONTROL 87-1
GREAT WESTERN SAYINGS PRICE CLUB
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN
JUAN CAPISTRANO, CALIFORNIA, CONDITIONALLY APPROVING
ARCHITECTURAL CONTROL 87-1 (GREAT WESTERN/PRICE
CLUB)
WHEREAS, the applicant, The Price Company, P.O. Box 85466, San Diego,
California, 92138, has submitted an application for approval of a wholesale/retail
commercial development located on 22+ acres along Doheny Park Road at Camino
Capistrano and described as Assessor's Parcel Nos. 121-254-06, 07 and 08; and,
WHEREAS, the City's Environmental Review Board has determined that the
proposed project will have a significant effect on the environment, has required the
preparation of an Environmental Impact Report, which report has been certified as
complete by the City Council, and has otherwise carried out all requirements of the
California Environmental Quality Act; and,
WHEREAS, the City's Architectural Board of Review has reviewed the project
and forwarded it to the Planning Commission recommending approval subject to certain
conditions; and,
WHEREAS, the City's Traffic and Transportation Commission has reviewed the
project and forwarded it to the Planning Commission recommending approval subject to
certain conditions; and,
WHEREAS, the Planning Commission adopted PC Resolution 87-4-28-2
conditionally approving Architectural Control 87-1; and,
WHEREAS, the City Council hereby finds and determines as follows:
1. The project is consistent with all applicable goals, objectives, and
policies of the General Plan.
2. The project, as designed and conditioned, is consistent with all applicable
requirements of Title 9 (Land Use) of the Municipal Code and provisions
of Specific Development Plan 87-1.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of
San Juan Capistrano, does hereby approve Architectural Control 87-1 (Great
Western/Price Club) subject to the following conditions:
1. Expiration of Approval - Per Section 9-2.305 of the Municipal Code, this
project development approval shall expire on April 28, 1989, i.e., two
years from the Planning Commission approval date. If no building permit
has been issued for the project by that date, the development approval
shall become null and void.
2. Final Working Drawings - Final building plans (working drawings) shall be
reviewed by the Architectural Board of Review and shall be approved
only if said Board determines that the working drawings are consistent
with the concept plans approved with this resolution.

3. Landscape Plans - Final landscape and irrigation plans shall be reviewed
by the Planning Commission prior to Phase III review by the
Architectural Board of Review and shall be approved only if the
Commission determines that said plans are consistent with the concept
plans approved with this resolution (reference Condition No. 2).
4. Sin Program - The project sign program shall be subject to Planning
Commission approval prior to Phase III review by the Architectural Board
of Review of final building plans (reference Condition No. 2). The
proposed sign for the Price Club building needs no further review by the
Commission.
5. Exterior Lighting - Exterior lighting on the north and east elevations on
the Price Club buildings shall be consistent with the style of lighting
fixtures used throughout the project on all of the other retail buildings.
All building -mounted lighting fixtures shall be shielded to confine direct
rays to the immediate vicinity of the building. The precise plan for
parking lot and other ground -mounted and building -mounted lighting
fixtures shall approved by the Architectural Board of Review in
combination witih Phase III project approvals.
6. Site Plan - The following modifications shall be made to the site plan:
a. Building B (drive-thru restaurant) shall be rotated 90 degrees
counterclockwise so the drive-thru canopy is located on the north
elevation. The drive-thru approach shall maintain a minimum 20 -
foot setback from Doheny Park Road and the main entrance drive.
7. Landscaping Plan - The following modifications shall be made to the
landscaping plan:
a. A total of three parking lot trees and tree wells shall be added to
the parking aisle area east of Building "E".
b. A total of three parking lot trees and tree wells shall be added to
the parking aisle area west of Building "E".
C. A total of three parking lot trees and tree wells shall be added to
the parking aisle area north of the Price Club building.
d. A total of two parking lot trees shall be added to the easterly
parking area south of Building "A".
e. Landscape areas adjacent to Doheny Park Road and the mobile
home park shall incorporate a landscaped berm not to exceed 4 feet
in height. _
f. Building pads A, B, and E shall be planted with grass and
maintained until construction of these buildings begins. Said
grassed areas to include boundary treatment such that vehicle
parking on the grass is prohibited.
g. An additional row of parking lot trees shall be added to the parking
area in front of the Price Club building on both sides of the main
entrance.

h. Landscaping treatment on the south elevation of Building "A" shall
be comparable to the landscaping treatment on the north elevation
of Building "D".
i. Additional trees and tree wells shall be added to the north
elevation of the Price Club building to be consistent with the
approved conceptual elevations.
j. Additional trees shall be added to the perimeter landscaping
treatment directly behind the Price Club building to provide an
opaque screen.
k. Final landscape treatment for the west elevation of Building E may
be modified to incorporate parking along this side of the building
and shall be approved by the Architectural Board of Review in
combination with Phase III project approvals.
8. Circulation - The following modifications shall be made to on-site
circulation:
a. The applicant shall dedicate right-of-way and construct a right -
turn deceleration lane at the main entrance. Plans for said lane
shall be approved by the City Engineer.
b. The applicant shall dedicate right-of-way and provide full roadway
improvements to Doheny Park Road in front of the project site.
Said improvement plans to be approved by the City Engineer and
the County of Orange.
C. The applicant shall construct a landscaped median on Doheny Park
Road in front of the project site. Said median plans shall be
approved by the City Engineer.
d. The main entry drive shall incorporate a landscaped median with
two lanes for ingress and three lanes for egress. Pavement width
for each lane shall be a minimum of 11 feet, excluding concrete
curb and gutter. The left-hand turn lane shall be a minimum of 10
feet, excluding curb and gutter.
e. The northerly access drive shall be for right -turn ingress only.
Exiting from this driveway is prohibited.
f. The southerly access drive shall be for right -turn ingress and egress
only.
9. Building Modifications - The building modifications shall be revised as
follows:
a. Price Club Building - The height of the loading dock screening wall
shall be increased to 12 feet.
b. Building A - Roof treatment for the north elevation shall be similar
to the roof treatment on the south elevation, including elements
projecting above the parapet.
C. Building B - The roof treatment for this building shall incorporate

additional pitching roof area and eliminate the extensive use of flat
parapets. Said treatment shall be comparable to Building C.
d. Building D - Roof treatment for the south elevation shall be similar
to the roof treatment on the north elevation, including trellis and
roof elements projecting above the parapet.
e. Building E - South elevation to incorporate additional roof elements _
similar to those of east elevation. The site plan shall be modified
to incorporate the building design specifically as it relates to the
west elevation of Building "E".
f. Building F - The roof treatment for this building shall incorporate
additional pitching of roof area and eliminate the extensive use of
flat parapets. Said treatment shall be comparable to Building "C".
10. Off -Site Improvements
a. The applicant shall install a traffic signal at the main entrance on
Doheny Park Road, opposite the future alignment of Camino
Capistrano.
b. The applicant shall install a traffic signal at the intersection of
Camino Capistrano and Avenida Aeropuerto.
C. The applicant shall install a new water line to provide water
service to the site and meet fire flow requirements. Size and
placement of said water line shall be determined and approved by
the Capistrano Valley Water District and the City Engineer.
11. Grading Plan - The following modifications shall be made to the grading
plan:
a. The northwest corner shall be further evaluated to determine if the
elevation of the parking area can be lowered further.
b. The applicant shall prepare revisions to the grading plan in the
southwest corner of the site to provide a potential at -grade
railroad crossing.
12. Irrevocable Offer of Dedication - The applicant shall irrevocably offer to
The City a 40 -foot -wide ingress/egress easement, for a period of seven
(7) years, along the southerly property line from Doheny Park Road to
the west property line. Ultimate development of this right-of-way shall
be designed in such a manner that it will not interfere with loading and
circulation for the Price Club and shall be constructed at no cost to the
Price Club.
13. Trash Enclosures - Details and location of trash enclosures shall be
reviewed during review of final building drawings.

14. Mechanical Equipment - All mechanical equipment shall be encouraged
to be ground -mounted or integrated into the shall of the building. If
equipment is roof -mounted, it shall be screened by architecturally
integrated elements of the overall building so as to not be visible from
off-site.
15. Slopes - All manufactured slopes shall be designed and constructed in
accordance with Section 9-3.505 and 9-4.112 of the Municipal Code. All
such slopes shall be 2:1 ratio or flatter.
16. Water - Water transmission and distribution facilities shall be designed,
constructed, and dedicated in accordance with Section 4-4.109 of the
Municipal Code and the requirements of the Capistrano Valley Water
District. Such distribution facilities and appurtenances shall be approved
by the County Fire Marshal.
17. Other Improvements - Driveways, pedestrian ways, utility
undergrounding, street lights, drainage facilities, and sanitary sewers
shall be located and constructed in accordance with Article 9-4.1 (Design
Standards and Requirements) of the Municipal Code and adopted City
policy.
18. Fees - All required development application fees shall be paid prior to
issuance of any building permit.
19. Phasing - The applicant shall adhere to the phasing schedule identified in
the executed Dispositon and Development Agreement with the
Redevelopment Agency.
