APPROVING GENERAL PLAN AMENDMENT 87-2 (GREAT WESTERN/PRICE CLUB)
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN
JUAN CAPISTRANO, CALIFORNIA, APPROVING GENERAL PLAN
AMENDMENT 87-2, A CHANGE OF LAND USE DESIGNATION FOR
ASSESSOR'S PARCEL NOS. 121-254-06 AND -07 FROM 4.1 QUASI -
INDUSTRIAL TO SS (SPECIAL STUDY) AND ASSESSOR'S PARCEL
NO. 121-254-08 FROM NO LAND USE DESIGNATION TO SS
(SPECIAL STUDY) (GREAT WESTERN/PRICE CLUB)
WHEREAS, the City's Environmental Review Board has reviewed the proposed
General Plan Amendment and required the preparation of a Focused Environmental
Impact Report; and,
WHEREAS, August 5, 1986, the City Council certified the final Focused
Environmental Impact Report for the proposed project, and has otherwise carried out all
the requirements of the California Environmental Quality Act; and,
WHEREAS, the Planning Commission, upon reviewing and receiving testimony
at a duly advertised public hearing, has forwarded a recommendation of approval for
General Plan Amendment 87-2; and,
WHEREAS, the City Council, after conducting a duly advertised public hearing
to receive and review public testimony on the request, hereby finds and determines that
the proposed amendment is consistent with the overall goals and policies of the General
Plan in that the proposed change from Quasi -Industrial to Special Study (SS) for the Price
Club development will provide for a wholesale/ retail development which is consistent
with the existing certified Local Coastal Program for the property and is compatible
with the uses as previously determined by the County of Orange and the California
Coastal Commission; and,
WHEREAS, local traffic will increase along Camino Capistrano and Doheny
Park Road; and, however, road improvements to Camino Capistrano and Doheny Park
Road, as well as the installation of traffic signals will keep the impacts of the additional
traffic to a minimum; and,
WHEREAS, the proposed Price Club development is compatible with adjacent
uses because the impacts on adjacent properties due to development and operation of the
proposed development will be minimal. The uses are consistent with the surrounding uses
including the commercial uses to the south and east as well as the nearby residential uses
in the unincorporated community of Capistrano Beach.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of
San Juan Capistrano, does hereby approve General Plan Amendment 87-2, which includes
the following:
1. Changing the Land Use designation for the site, known as Assessor's
Parcel Nos. 121-254-06 and 07, shown on Exhibit "A" from 4.1 Quasi-
Industriai to SS (Special Study); and,

2. Changing the Land Use designation for the site, known as Assessor's
Parcel No. 121-254-08, shown on Exhibit "A" from no land use
designation to SS (Special Study).
