A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN
JUAN CAPISTRANO, CALIFORNIA, DECLARING ITS INTENT TO
AUTHORIZE PREPARATION OF AMENDMENTS TO THE GENERAL
PLAN AND APPLICABLE ZONING PROVISIONS FOR THE GREAT
WESTERN SAVINGS ANNEXATION EQUIVALENT TO THE
CERTIFIED LOCAL COASTAL PLAN FOR SAID PROPERTY AND
LIMITING AN AMENDMENT REQUEST OF SAID LOCAL COASTAL
PLAN TO REGULATORY CHANGE FROM REFERENCES FROM
COUNTY OF ORANGE TO CITY OF SAN JUAN CAPISTRANO
WHEREAS, the City of San Juan Capistrano by Resolution Number 86-11-18-4
did, on November 18, 1986, annex 12.4 acres of unincorporated Orange County lands into
the corporate boundary of the City ("Subject Lands") as shown on the map attached
hereto and incorporated herein by this reference as Exhibit "A'; and,
WHEREAS, these annexed lands lie within the jurisdiction of the California
Coastal Commission pursuant to the California Coastal Act of 1976, as amended
("Coastal Act"), and are now the only lands within the City boundary which lie within the
coastal zone defined by the Coastal Act; and,
WHEREAS, the Coastal Act requires local governments (each County or City),
with jurisdiction over coastal zone lands to prepare Local Coastal Programs, as defined
and authorized by Section 30500 of the Coastal Act; and,
WHEREAS, the County of Orange has previously prepared, and the Coastal
Commission has, on August 14, 1986, certified a Local Coastal Program ("LCP") for the
Capistrano Beach Area of Orange County ("Capistrano LCP"); and,
WHEREAS, the Capistrano LCP includes the Subject Lands that are now
annexed to the City; and,
WHEREAS, the jurisdiction over the Subject Lands, pursuant to the annexation,
has now been assumed by the City of San Juan Capistrano from the County of Orange;
and,
WHEREAS, the City wishes to benefit from the previous work and efforts of
the County of Orange and the California Coastal Commission in developing the certified
LCP for the Subject Lands; and,
WHEREAS, the City agrees with the provisions of the Capistrano LCP and
believes that the LCP provides a reasonable program for planning and the development of
the Subject Lands; and,
WHEREAS, the City wishes to expedite the necessary coastal approval process
and in an efficient and cost-effective manner, and gain coastal regulatory and permitting
authority over the Subject Lands.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of
San Juan Capistrano, hereby authorizes City Manager and his staff to develop General

Plan and Zoning Amendments to the City's General Plan and Zoning Ordinance,
respectively, that will incorporate directly the equivalent land uses and zoning, described
in language consistent with existing City land use and zoning documents, as is contained
in the certified LCP for the Subject Lands.
BE IT FURTHER RESOLVED, that no other changes will be made from the
land uses and zoning contained in the LCP for the Subject Lands, and the Implementing
Actions Program elements applicable to the Subject Lands, other than the change of
references from County of Orange to City of San Juan Capistrano.
