RESOLUTION NO. 88-6-21-2
RECOMMENDING NAMING OF A SCHOOL IN HONOR OF JOHN S. MALCOM
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN
JUAN CAPISTRANO, CALIFORNIA, RECOMMENDING THAT THE
BOARD OF TRUSTEES OF THE CAPISTRANO UNIFIED SCHOOL
DISTRICT NAME A FUTURE SCHOOL IN THE CAPISTRANO
UNIFIED SCHOOL DISTRICT IN HONOR OF JOHN (JACK)
SHELDON MALCOM
WHEREAS, John S. Malcom had a tremendous impact on the students and
community of San Juan Capistrano; and,
WHEREAS, in 1920, John S. Malcom arrived in San Juan Capistrano to become
the first principal of Capistrano Union High School, an institute to which he dedicated all
his skills and devotion for a period of 37 years, including serving as the first
Superintendent of Capistrano Union High School District; and,
WHEREAS, John S. Malcom taught History, Spanish, and Athletics, coached all
athletic teams, attended all school athletic events, and acted as official timekeeper at
all Capistrano Union High School games until his retirement; and,
WHEREAS, John S. Malcom was actively involved in many community
organizations, including honorary life membership in the Orange County High School
Principals Association; life membership in the San Juan Capistrano High School P.T.A.;
life membership in the California Interscholastic Federation; President of the Associated
Chamber of Commerce of Orange County; President of the local Chamber of Commerce;
President of Toastmasters; member of the founding board of the Boy Scouts; President of
the San Juan Rotary Club; President of the Orange County Coast Association; Manager
of the Civilian Observation Corps in San Juan Capistrano; President of the Board of
Trustees, Superintendent of Sunday School, and teacher at the Community Presbyterian
Church; and,
WHEREAS, his involvement in the community included giving impetus to the
building of the Ortega Highway through to Lake Elsinore, being instrumental in
accomplishing the improvements in main County roads, securing property for State
Parks, leading the struggle to keep beaches from oil pollution, and strongly advocating
the need for a Junior College in Orange County; and,
WHEREAS, upon his retirement, John S. Malcom was honored by the
Capistrano Union High School District with the honorary title of Superintendent
Emeritus; and,
WHEREAS, the students of John S. Malcom received more than an academic
education when taking one of his classes, for he instilled in them a love of their country,
the challenge of the future, and the pleasure of accomplishment; and,
WHEREAS, John S. Malcom, with his "heart of gold," helped to transform the
lives of countless students and served as a mentor and father figure for many.

NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of
San Juan Capistrano strongly recommends that the Board of Trustees of the Capistrano
Unified School District name a school in the District in honor of John S. Malcom, a man
who transformed many students through the years with his heart for his students and his
love of education.
