Resolution Number 89-5-16-2077 RESOLUTION NO. 59-5-16-2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA, CONDITIONALLY APPROVING INTERNALLY -ILLUMINATED INDIVIDUAL TENANT SIGNS FOR PLAZA DEL OBISPO, ARCHITECTURAL CONTROL 86-5 (STROSCHER) WHEREAS, the applicant, Stroscher Properties, 24591 Del Prado, Suite 201, Dana Point, California, has submitted a sign program for internally -illuminated individual tenant building -mounted signs for a commercial retail center located at 31882 Del Obispo Street; and, WHEREAS, the City's Environmental Review Board previously determined that the retail center will not have a significant impact on the environment, and has accordingly issued a Negative Declaration for the project which was certified by the Planning Commission on July 14, 1987; and, WHEREAS, the Planning Commission in accordance with Resolution 87-7-14-3, Condition No. 4, reviewed a sign program for individual tenant signs proposing internally - illuminated signs and denied said request at its meeting of March 14, 1989; and, WHEREAS, the applicant has appealed the decision of the Planning Commission to the City Council; and, WHEREAS, on April 18, 1989, the City Council considered the applicant's appeal and testimony on the request; and, WHEREAS, the City Council hereby finds and determines as follows: 1. The proposed sign program as proposed and conditioned is consistent with all applicable goals, objectives and policies of the General Plan; and 2. The proposed design of the internally -illuminated individual tenant signs as conditioned is consistent with the Municipal Code for building - mounted signs in the CG (General Commercial) District as it relates to location and design criteria for internally -illuminated signs. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of San Juan Capistrano, does hereby approve the appeal allowing the proposed internally - illuminated individual tenant signs for Architectural Control 86-5, subject to the following conditions: 1. Complete sign surfaces shall have simulated tile with grouting. Letters shall be flush and contain tile/grouting detail. 2. Tile background color shall be dark blue with off-white (light brown tone) in a flat finish. Letter outlining color shall be opaque. 3. The edge of the sign shall be simulated wood with a brown finish that shows wood grain. -1- 1 aJ 4. The sign face shall be inserted inside the arch 10 inches from the outside J edge. 5. The individual tenant signs shall have standardized letters. However, an exception shall be made that up to 20% of the individual tenants may use copyrighted logos and letters. Said exceptions to be reviewed and approved by the Director of Community Planning and Development. 6. The initial sign shall be reviewed and inspected by the Director of Community Planning and Development prior to installation to ensure that it meets the criteria of the sign ordinance for both day and night conditions as listed in Condition Nos. 1-4.
