A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN
JUAN CAPISTRANO, CALIFORNIA, ADOPTING GENERAL PLAN
AMENDMENT 90-1 (REVISED PARKS AND RECREATION
ELEMENT)
WHEREAS, The City Council, on November 7, 1989, initiated consideration of
General Plan Amendment 90-1, a proposed revision to the Parks and Recreation Element;
and,
WHEREAS, the City's Environmental Review Board has determined that the
revised General Plan Parks and Recreation Element will not have a significant impact on
the environment, has accordingly issued a Negative Declaration for the project, and has
according lycarried out all requirements of the California Environmental Quality Act, the
City Council hereby certifies said Negaitve Declaration; and,
WHEREAS, The City's Parks and Recreation Commission has forwarded the
Parks and Recreation Element General Plan Amendment to the City Council
recommending approval; and,
WHEREAS, the City's Planning Commission has forwarded the Parks and
REcreation Element General Plan Amendment to the City Council recommending
approval; and,
WHEREAS, the City Council finds and determines as follows:
1. The revised Parks and Recreation Element serves to reinforce the
community goals to provide, develop and maintain neighborhood and
community parks to provide a diversity of recreational opportunity for
all residents in all reas of the community.
2. The revised Parks and Recreation Element is consistent with all other
General Plan Elements.
3. The revised Parks and Recreation Element is in conformance with
Government Code Section 65303,
4. The revised Parks and Recreation Element providces an update and
refinement of the park and recreation needs, park sites, recommended
facilities and financing strategies of the Parks and Recreation Element
adopted in 1974.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of
San Juan Capistrano does hereby approve General Plan Amendment 90-1, adopting the
revised Parks and Recreation Element, and directs that said revised Parks and
Recreation Element be incorporated into the General Plan text.
BE ITFURTHER RESOLVED, that as a part of any consideration by the City to
establish a recreational complex in the southerly -designated Agri -business area, the City

Council shall conduct a series of public hearings or other means the Council would deem
appropriate which would allow all residents an opportunity to provide their views on any
proposal to convert the area to an alternate land use; this program to be conducted prior
to any action by the Ctiy.
