GENERAL PLAN AMENDMENT 90-08 (PACIFIC POINT/TMC COMMUNITIES)
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN
JUAN CAPISTRANO, CALIFORNIA, AMENDING THE GENERAL
PLAN AS IT PERTAINS TO THE FORSTER CANYON
COMPREHENSIVE DEVELOPMENT PLAN, WHICH ESTABLISHES
REGULATIONS AND STANDARDS FOR THE DEVELOPMENT OF
THE 256 ACRES LOCATED ADJACENT TO THE EAST SIDE OF
INTERSTATE 5 BETWEEN LAS RAMBLAS AND LA NOVIA TO
ALLOW A MIXED USE PLANNED COMMUNITY CONSISTING OF
350 DWELLING UNITS, TWO PARKS AND TWO RESEARCH AND
DEVELOPMENT (PACIFIC POINT/TMC COMMUNITIES)
WHEREAS, the applicant, TMC Communities, Inc., has submitted applications
for approval of General Plan Amendment 90-08 and Rezone 89-07 for the property
located adjacent to the east side of Interstate 5 between Las Ramblas and La Novia
(Assessors Parcel No. 666-301-01, 666-301-09, 666-311-01, 666-311-02, 666-311-03, 675-
081-04, 675-081-10, 675-081,14, 675-361-01, 675-361-04, 675-361-05), and more
particularly described as the 256 acre property which is bordered on the north by the
former landfill site (presently known as the San Juan Creek Associates property), is
bordered on the east by City open space lands and the Meredith Canyon and Alto
Capistrano tracts, is bordered on the south by Camino Las Ramblas and the Interstate 5
Freeway, and is bordered on the west by the Interstate 5 Freeway, but excluding the
McCracken Hill subdivision; and,
WHEREAS, the Environmental Review Board has reviewed the project and has
determined that the proposed project may have a significant impact on the environment;
has required that an Environmental Impact Report be prepared; and has otherwise carried
out all requirements of the California Environmental Quality Act; and,
WHEREAS, public hearings has been duly advertised and held by the Planning
Commission on April 23, 1991, May 14, 1991 and July 23, 1991, to review and receive
public testimony on the applications and Environmental Impact Report; and,
WHEREAS, the Planning Commission of the City of San Juan Capistrano has
forwarded recommendations for the project pursuant to Planning Commission Resolution
91-8-13-1; and,
WHEREAS, a public hearing has been duly advertised and held by the City
Council on August 20, 1991, to review and receive public testimony on the applications
and the Environmental Impact Report; and,
WHEREAS, the City Council of the City of San Juan Capistrano finds and
determines as follows:
1. The proposed amendment to the General Plan, which amends the
Circulation and Land Use Elements, is consistent with all the elements of
the General Plan.

2. The subsequent development of the property under the proposed General
Plan Amendment will conform to the development standards and other
applicable provisions of Title 9 of the City Municipal Code (Land Use).
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of
San Juan Capistrano does .ereby amend the General Plan as follows:
1. Delete the southerly extension of Valle Road from the Circulation
Element.
2. Add "A Street" to the Circulation Element as a commuter road between
Las Ramblas and La Novia.
3. Retain the extension of Avenida Calita (Route D) with the following
language added to the text of the Circulation Element of the General
Plan:
Although Route D is shown as an extension of Avenida Calita, extending
it to a commuter road which links Las Ramblas and La Novia, it is to be
designed and constructed to have only an emergency access connection
with Meredith Canyon. The design and right-of-way are to be such that
the road can be opened to general use through travel between
neighborhoods if the City determines it is necessary in the future.
4. Delete the words "first phase of" from the text of the Land Use Element
of the General Plan, page 25, first paragraph, and add text to read as
follows:
Furthermore, the development shall meet all City Requirements,
including dual access and complete construction of the backbone
circulation system in accordance with the phasing program made a part
of the Forster Canyon Comprehensive Development Plan.
5 Modify the Land Use Map in the General Plan to be consistent with the
Land Use Plan made a part of Rezone 89-7 as shown on Exhibit A
attached hereto.
