A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN
JUAN CAPISTRANO, CALIFORNIA, CONDITIONALLY APPROVING
THE HISTORIC DEPICTION PROGRAM FOR ARCHITECTURAL
CONTROL 85-8 (CAPISTRANO DODGE)
WHEREAS, the applicant, Tom Crane, 33301 Camino Capistrano, San Juan
Capistrano, California, has submitted an application for approval of a conceptual historic
depiction program for Architectural Control 85-8 (Capistrano Dodge); and,
WHEREAS, the City's Environmental Review Board has determined that the
proposed project will not have a significant effect on the environment, has accordingly
issued a negative declaration for the project, and has otherwise carried out all
requirements of the California Environmental Quality Act; and,
WHEREAS, the City's Planning Commission certified the Negative Declaration
and approved the Site Development Review application for Architectural Control 85-8 on
July 23, 1985, subject to conditions; and,
WHEREAS, the City's Cultural Heritage Commission reviewed the conceptual
Historic Depiction Program on June 5, 1991, and forwarded it to the Planning
Commission, Design Review Commission and City Council recommending approval,
subject to certain conditions; and,
WHEREAS, the City's Design Review Commission reviewed the conceptual
Historic Depiction Program on July 3, 1991, and forwarded it to the Planning Commission
and City Council recommending approval, subject to certain conditions; and,
WHEREAS, the City's Planning Commission reviewed the conceptual Historic
Depiction Program on July 23, 1991, and forwarded it to the City Council recommending
approval, subject to certain conditions; and,
WHEREAS, the City Council hereby finds and determines as follows:
a. The Historic Depiction Program integrates San Juan Capistrano's history
into the development of the City by utilizing a three -panel mural and a plaque with a
narrative accurately depicting and describing three different scenes on the Mission
grounds; and,
b. The Historic Depiction Program incorporates a representation of the
City's cultural heritage into the everyday life of the community by utilizing a three -
panel mural of the Mission grounds which will be displayed on the interior north
showroom wall and will be highly visible and easily understood by the general public.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of
San Juan Capistrano does hereby approve the conceptual Historic Depiction Program for
Architectural Control 85-8, subject to the following condition:

1. The following information shall be incorporated into the final working
drawings to be reviewed and approved by the Land Use Manager or his designee:
a. The language of the large plaque to be located on the north
showroom wall between the double r_oor and window shall read as follows:
"The manicured grounds of today's Mission consist of a variety of
native and imported plant life.
The concept of ornamental gardening would have been contrary to
the austere life style chosen by the Franciscan founders. Early
gardens contained edible plants and useful herbs. Decorative flora
was limited to a few plants.
After 1820 Spanish California, the most loyal and isolated of all
Spain's provinces, came under Mexican rule. In 1826 the new
government began a plan of secularization of the Mission.
Deterioration of the Mission never ceased once secularization
began -- looting of Mission property went unchecked and the
Mission began crumbling.
Years later, under American rule, church authorities petitioned
President Lincoln for the restoration of church property. This was
granted by decree in 1865.
With restoration came rebuilding and replanting. The Spanish
courtyard became the model for Mission landscaping."
b. A plaque shall be located below each of the panels to identify the
scene within the panels. The plaques shall read as follows:

C. The large plaque to be located at eye level on the north showroom
wall between the double doors and the window shall consist of parchment paper
with calligraphy style writing mounted in a wooden case with a protec=Ave
glass (or similar material) covering.

d. The mural shall be modified to more accurately depict the location
of the tower as being above the second floor French windows.
