Resolution Number 91-7-16-32 8'7 RESOLUTION NO. 91-7-16-3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA, CONDITIONALLY APPROVING THE FINAL WORKING DRAWINGS FOR THE HISTORIC DEPICTION PROGRAM FOR ARCHITECTURAL CONTROL 89-8 (MARBELLA PLAZAIHOURIAN) WHEREAS, the applicant, Mr. John Hourian, 890 West Baker Street, Suite 202, Costa Mesa, California, has submitted an application for approval of the final working drawings for the Historic Depiction Program for Architectural Control 89-8 located at the southwest corner of Rancho Viejo Road and Golf Club Drive (Marbella Plaza); and, WHEREAS, the City's Environmental Review Board has determined that the proposed project will not have a significant effect on the environment, has accordingly issued a negative declaration for the project, and has otherwise carried out all requirements of the California Environmental Quality Act; and, WHEREAS, the City's Planning Commission certified the negative declaration and approved the Site Development Review application and conceptual Historic Depiction Program for Architectural Control 89-8 on March 13, 1990, subject to conditions; and, WHEREAS, the City's Cultural Heritage Commission reviewed the conceptual Historic Depiction Program on June 27, 1990, and requested modifications to the proposed mural. The Commission also requested that the item be brought back for consideration of the revised mural and the language for the two plaques; and, WHEREAS, the City's Design Review Commission reviewed and conditionally approved the Architectural Control application and conceptual Historic Depiction Program for Architectural Control 89-8 on October 17, 1990; and, WHEREAS, the City's Cultural Heritage Commission reviewed the revised mural and language for the two descriptive plaques for the conceptual Historic Depiction Program on June 25, 1991, and recommended approval, subject to conditions. WHEREAS, the City Council of the City of San Juan Capistrano hereby finds and determines as follows: a. The Historic Depiction Program integrates San Juan Capistrano's history into the development of the City by incorporating replica elements of the Mission aqueduct system into the design of the courtyard and utilizing two plaques to describe the water system; and, b. The Historic Depiction Program incorporates representations of the areas's cultural heritage into the everyday life of the community by utilizing a fountain feature replicating the Mission aqueduct system and two descriptive plaques which will be highly visible and greatly accessible to general public. NOW, THEREFORE, BE IT RESOLVED, that the City Council does hereby approve the final working drawings for the Historic Depiction Program for Architectural Control 89-8, subject to the following conditions: Certificate of Occupancy - The Certifi_ate of Occupancy for Marbella Plaza shall be issued only upon comp:•:ion of the installation of the Historic Depiction Program including tt_ mural and the two descriptive plaques. Plaque Language a. The language for the plaque describing the painted tile mural shall read as follows: The San Juan Capistrano Mission had a highly developed water system designed to provide an ample supply of fresh water for cooking, washing, irrigation and craft work for the mission inhabitants. The mission was located between two major streams, the Arroyo de Trabuco and the Arroyo de la Mission Vieja (San Juan Creek). From these two sources, as well as Horno Creek, the mission secured an abundant supply of water by means of zanjas (ditches) and underground waterways. In 1809, under the padres supervision, an aqueduct from Trabuco Creek was constructed, build of brick masonry for the purpose of bringing water to the nearby vineyards. The water -course was continued for about 1,375 feet. The typical cross section of the masonry aqueduct had a depth of one and one half feet and a top inside width of approximately two feet. The walls contained brick and the average thickness was about six inches, A series of flumes and aqueducts directed water to the mission for fresh drinking water and laundry use, After water was used for laundry it would continued to irrigate the nearby vineyards and citrus groves. b. The language for the plaque describing the significance of the oak tree shall read as follows: Oak trees around the mission area provided a food source for the Native Indians, Acorns from the trees were gathered in the fall and stored for use as a staple throughout the year.
