Resolution Number 91-4-16-6V7 !, RESOLUTION NO. 91-4-16-6 ENDORSING MEASURE J - THE 1/2 -CENT SALES TAX FOR JAIL FACILITIES ' A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA, ENDORSING MEASURE J, A 1/2 -CENT SALES TAX FOR JAIL FACILITIES BEING CONSIDERED AT A SPECIAL COUNTY ELECTION MAY 14, 1991 WHEREAS, the Orange County Jail system currently is rated to hold only 3,203 inmates but holds more than 4,400; and, WHEREAS, more than 850 inmates are released from jail each week either after arrest or before the completion of their sentences because of a federal court order to reduce overcrowding in the jails; and, WHEREAS, these released inmates pose a serious threat to public safety, often committing new crimes almost immediately after release from jail; and, WHEREAS, a lawsuit against the County of Orange seeking further restrictions on the number of prisoners permitted to be held in jail promises to exacerbate an already severe crisis; and, WHEREAS, the Orange County Board of Supervisors certified an Environmental Impact Report for the remote Gypsum Canyon Jail after studying more than 35 potential jail sites for more than seven years; and, WHEREAS, the Environmental Impact Report for the Gypsum Canyon Jail certified by the Board of Supervisors has withstood all legal challenges, allowing the County to proceed with the Gypsum Canyon Jail under that study; and, WHEREAS, building a jail at a site other than Gypsum Canyon could take as long as 15 years and would waste much of the $7.8 million already expended on site- specific preparations for building at Gypsum Canyon; and, WHEREAS, a 1/2 -cent sales tax would cost the typical family of four an average of only $50 - $75 per year; and, WHEREAS, sales taxes are preferable to bonds because tourists and commuters also pay sales taxes; and, WHEREAS, a 1/2 -cent sales tax is a small price to pay for keeping criminals out of our community. -1- NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of San Juan Capistrano does hereby endorse Measure J, a 1/2 -cent sales tax for construction, operation, and maintenance of new jails, courthouses, and juvenile facilities, which will appear on the May 14, 1991, Orange County special election ballot.
