RESOLUTION NO. 91-11-5-3
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN
JUAN CAPISTRANO, CALIFORNIA, INITIATING THE
PREPARATION OF A DRAFT GROWTH MANAGEMENT ELEMENT
TO THE GENERAL PLAN
WHEREAS, the residents of Orange County have adopted Measure "M," the
Growth Management and Transportation Planning Initiative, which requires the
preparation and adoption of a Growth Management Element to the City's General Plan;
and,
WHEREAS, Measure "M," the Growth Management and Transportation Planning
Initiative, requires the City to establish service standards for various public facilities in
order to effectively manage the impacts of growth; and,
WHEREAS, Measure "M," the Growth Management and Transportation Planning
Initiative, will provide a substantial revenue source above those sources presently
available to fund necessary transportation system improvements; and,
WHEREAS, the City must comply with the provisions of Measure "M" in order
to become eligible to receive those sales tax revenues available under the Measure "M"
Program to fund transportation system improvements; and,
WHEREAS, Section 9-2.102(a) of the Municipal Code grants sole authority to
the City Council to initiate any amendment to the City's General Plan.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of
San Juan Capistrano does hereby find that:
1. The adoption of a Growth Management Element to the City's General
Plan will comply with the legislative provisions of Measure "M," the
Growth Management and Transportation Planning Initiative; and,
2. A Growth Management Element will provide a means for the City to
establish service standards for various public facilities in order to
effectively manage the impacts of growth; and,
3. The City desires to secure Measure "M" sales tax revenue source above
those sources presently available in order to fund necessary
transportation system improvements; and,
4. The City desires to comply with the provisions of Measure "M" in order
to effectively manage the undesirable impacts associated with growth
and in order to become eligible to receive those sales tax revenues
available under the Measure "M" Program.

BE IT FURTHER RESOLVED, that the City Council of the City of San Juan
Capistrano does hereby direct staff to begin preparation of the draft Growth
Management Element.
