A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN
JUAN CAPISTRANO, CALIFORNIA, AMENDING RESOLUTION NO.
91-9-17-7, THE CITY'S PERSONNEL CLASSIFICATION AND
COMPENSATION PLAN CREATING ONE POSITION AND
MODIFYING AN EXISTING POSITION (BUILDING AND
ENGINEERING COUNTER TECHNICIAN AND BUILDING AND
GRADING PLANS EXAMINER)
WHEREAS, the City Council of the City of San Juan Capistrano is authorized
and directed under the City's Personnel Rules and Regulations to adopt and amend a
Personnel Classification and Compensation Plan in order to administer the City's
Personnel Management System; and,
WHEREAS, the creation of a new Building and Engineering Counter Technician
classification is established within the Department of Engineering and Building, which
causes changes to the existing Classification and Compensation Plan; and,
WHEREAS, a revision of duties and qualifications is necessary in the existing
Building Plans Examiner Classification within the Department of Engineering and
Building to better meet the needs of the organization; and,
WHEREAS, this revision causes changes to the existing Classification and
Compensation plan; and,
WHEREAS, the City's Personnel Rules and Regulations provide that adoption
or amendment of the City's Personnel Classification and Compensation Plan shall be
made by resolution of the City Council.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of
San Juan Capistrano does hereby amend the City's Personnel Classification and
Compensation Plan as set forth in Exhibit A, Exhibit B and Exhibit C, attached hereto.

BUILDING AND GRADING PLANS EXAMINER
CLASS SUMMARY
Exhibit B.
Under general supervision, to review building and grading
plans and construction documents for conformance with
applicable codes, standards and general engineering
practices; to assist the public at the counter; an to do
related work as required.
EXAMPLES OF DUTIES (Essential Functions)
Reviews plans and construction documents for conformance
with applicable codes, standards and general engineering
practices including lateral loads and non-structural
requirements, fire and life safety requirements, energy and
handicapped standards, and general building construction
practices.
Reviews plans and geologic reports and specifications for
grading and earth work operations including mass, rough, and
precise grading and drainage systems and structures.
Assists design professionals, contractors and the public by
answering questions concerning codes and standards for a
variety of construction and building types.
Issues permits and calculates fees; administers the grading
bond and surety process.
Prepares reports and correspondence with plan check
applicants and works with other city and county departments
as needed.
PHYSICAL REQUIREMENTS FOR POSITION
Must have correctable sight to read building and grading
plans and code books. Must be able to hear normal
conversations. Must be able to physically manipulate
required codes and reference books. Must be able to sit for
long periods of time examining plans. Must be able to
transport to public counter to provide assistance to members
of the public or permit applicants. Must be able to
communicate clearly with others. Must be able to grasp and
lift large, bulky sets of plans weighing up to 20 pounds.
WORKING CONDITIONS
Works indoors in office environment. Some exposure to
ammonia fumes from plans. Works with others, sometimes
works with confrontational individuals. Works around video
data terminals.

MINIMUM QUALIFICATIONS
Graduation from a four year college or university with a
degree in Civil Engineering, Architecture, or a related
field; I.C.B.O certification as a Plans Examiner.
Experience in plan review, grading plan review, geotechnical
report review and analysis, energy standards, handicapped
requirements, construction standards and practices.
Knowledge of federal, state, county and municipal codes,
regulations and laws relating to building construction,
grading, drainage, methods, materials and techniques
involved in construction, alteration, and repair.
Working knowledge of the UBC, UMC, UPC, NEC and general
engineering and grading principles and practices.
Ability to interpret construction and grading plans and
specifications and to recognize deviations from applicable
codes and standards;
Ability to present ideas orally and in writing.
Ability to establish and maintain effective working
relationships with other employees, design professionals,
contractors, and the public.

BUILDING AND ENGINEERING COUNTER TECHNICIAN
CLASS SUMMARY
Under general supervision, to assist in the issuance of a
variety of departmental plans and assist in the processing
of Plan check applications; to assist the public at the
counter; and to do related work as required.
EXAMPLES OF DUTIES (Essential Functions)
Assists in the issuance of Building, Plumbing, Electrical,
Mechanical, and Grading Permits. Assists in the processing
of Plan Check applications.
Receives plans in plan check and routes and coordinates the
plan review process.
Answers questions from the public, applicants, and design
professionals regarding the permit and plan check process.
Files plans, permits, construction documents and general
correspondence. Answers the telephone and directs telephone
calls to the appropriate department, division, or
individual.
Issues encroachment permits, haul route permits, and other
engineering permits. Calculates engineering fees and
applicable charges for the issuance of various permits.
Files engineering, subdivision, and public improvement
project plans, construction documents, data, and reports.
Assists in the compilation and recording of traffic reports
and investigation data.
Provides general administrative assistance to all staff
functions of the department.

MINIMUM QUALIFICATIONS
Graduation from high school with courses in office
practices, typing, computer operations, clerical, and
administrative procedures. Competence in basic mathematic
functions (addition, subtraction, multiplication and
division). Experience in a governmental agency or private
firm involved in building or engineering disciplines is
highly desirable.
Knowledge of the general administrative procedures for the
processing of plans and permits for construction projects.
General clerical and administrative skills and experience
and competence in computer operations and applications.
Ability to communicate orally and in writing.
Ability to establish and maintain effective working
relationships with other employees, design professionals,
contractors, and the public.
SPECIAL REQUIREMENTS, CERTIFICATIONS AND/OR LICENSES
None required.
