Resolution Number 93-7-20-4RESOLUTION NO. 93-7-20-4 AMENDING RESOLUTION NO 91-9-17-7 THE CITY'S PERSONNEL CLASSIFICATION AND COMPENSATION PLAN A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA, AMENDING RESOLUTION NO. 91-9-17-7, THE CITY'S PERSONNEL CLASSIFICATION AND COMPENSATION PLAN RELATING TO NEW AND D�Fd ET9* CLASSIFICATIONS, NEW AND AMENDED SALARY RANGIZ� NEW TITLES WHEREAS, the City Counceof the City of San Juan Capistrano is authorized and directed under the City's Personnel Rules and Regulations to adopt and amend a Personnel Classification and Compensation Plan in order to administer the City's Personnel Management System; and, WHEREAS, the City's Personnel Rules and Regulations provide that adoption or amendment of the City's Personnel Classification and Compensation Plan shall be made by resolution of the City Council; and, WHEREAS, revisions to the Classification and Compensation Plan have been completed which make changes to the existing Classification and Compensation Plan. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of San Juan Capistrano does hereby amend the City's Personnel Classification and Compensation Plan as set forth in Exhibit "A", attached. EXAMPLES OF DUTIES Screen and route visitors, telephone calls and mail; provide information to public, staff and other agencies concerning municipal laws, procedures, policies and regulations; interpret and apply a wide range of administrative policies, rules and procedures; receive, research and respond to citizen complaints. Take and transcribe dictation; compose correspondence; type a variety of reports and materials such as letters, special reports, minutes, memoranda and agendas; prepare and maintain complex and confidential files, manuals and records including City Manager project files, municipal codes, personnel records, administrative policy manual and Council policy manual; maintain calendar as appropriate. ' Arrange and schedule meetings, appointments, interviews and travel schedules for the City Manager and others as needed. Research files and provide information for the City Manager, City Council, other departments and agencies, and the public. Perform related duties as required. t,48 V Executive Secretary PHYSICAL REQUIREMENTS Page 2 Ability to sit at a desk or work station for extended periods of time, ability to open and close file drawers, cabinet doors and desk drawers, ability to move about departmental office and city hall area; sufficient manual dexterity to use touch tone phone, computer key board and manipulate switches and dials for office equipment operation; ability to bend, stoop, reach, grab, twist, push or pull body or work materials used in assigned tasks and responsibilities. Ability to operate office equipment such as stapler, hole punch, copy machine, postage meter, calculator, typewriter, and dictation equipment, and supplies such as ringed binders, boxed office supplies, paper supplies, and miscellaneous supplies; ability to communicate clearly with others; ability to hear normal conversations either through face to face interaction or by telephone interaction; ability to hear shouted warnings; ability to read correspondence, reports, memorandums and other written communications prepared by others; ability to read the screen on a computer and the keys on the keyboard in order to type in data. WORKING CONDITIONS Works in an office environment: works around video data terminals and other electrically powered office equipment; may spend time working alone; may spend time working as part of a group; sometimes deals with unhappy, hostile or confrontational individuals. MINIMUM QUALIFICATIONS Two years college level training in business or secretarial science and five years increasingly responsible secretarial experience; or any equivalent combination of education and experience which produces the following: Extensive knowledge of business English, spelling and vocabulary. Thorough knowledge of secretarial practice and procedures. Thorough knowledge of modern office equipment, practices, systems and procedures. Considerable knowledge of municipal government organization functions, laws, codes, rules and regulations. Ability to maintain complex and confidential records and to prepare reports and answer questions from records. Ability to communicate effectively both orally and in writing. Ability to compose correspondence and write reports. Ability to work confidentially with discretion. Ability to take dictation at a rate of 80 words per minute and transcribe it rapidly and accurately. 150 Attachment 2 SENIOR ENGINEER SUMMARY Supervise and coordinate development activities including plans and specifications and the establishment of conditions of approval for subdivision projects. EXAMPLES OF DUTIES Directs and supervises activities of staff in development processing and plan checking. Prepares conditions of approval for private developments including improvements, financial participation and fee requirements. Prepares presentation to City Council regarding private development and associated improvements and agreements. Respond to informational requests form general public, other agencies, developers, engineers, planners and contractors. Meets with engineers, developers and contractors regarding — projects. Recommends subdivision maps, public works plans, including specifications, estimates and agreements. Supervises maintenance of development logs and files. Makes projections of revenues for budget and allocation. Prepares annual recurring reports. Conducts subdivision field inspections to keep current on status. Performs other duties as may be assigned. PHYSICAL REQUIREMENTS The position requires the ability to grasp, lift and manually manipulate public work plans, maps, codes and reference books weighing up to 20 pounds; must have correctable sight to read plans, maps, and reference books; must be able to communicate clearly with others; ability to hear normal ranges of human conversation; iSenior Engineer WORKING CONDITIONS Page 2 The position requires the ability to work indoors in an office environment; some exposure to ammonia fumes from plans and maps; work around video terminals; ability to establish and maintain effective working relationships with others; work alone and in groups. MINIMUM QUALIFICATIONS Graduation form an accredited college or university with a B.S. in Civil Engineering or an E.I.T. Certificate and a minimum of ten years' engineering experience; or any equivalent combination of education and experience which produces the following: Knowledge of the engineering principles and practices applied in the planning, location, design, constructions and maintenance of public works engineering projects. Knowledge of City ordinance and policies as they relate to ' engineering responsibilities. Knowledge of authoritative reference work in the general field of engineering. Ability to prepare, interpret, and utilize engineering plans, maps, specifications and reports. Ability to perform engineering computations and to compile engineering data and statistics.
