Resolution Number 93-7-6-9�I 4111 RESOLUTION NO. 93-7-6-9 GRANTING AN EXEMPTION TO MORATORIUM (RANCHO DAYS) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA, GRANTING AN EXEMPTION FROM THE MORATORIUM TO ALLOW A TEAM ROPING CLINIC, RODEO, AND DANCE AS PART OF THE RANCHO DAYS ACTIVITIES, SUBJECT TO APPROVAL OF A SPECIAL ACTIVITIES PERMIT WHEREAS, on September 1, 1992, the City Council placed a moratorium on special events such as rodeos, carnivals, and circuses pending adoption of a City policy; and, WHEREAS, the applicant, Jerry Harris representing Rancho Days, has requested an exemption from the moratorium to allow a team roping clinic, rodeo, and dance as part of the Rancho Days activities; and, WHEREAS, the City Council of the City of San Juan Capistrano finds and determines as follows: 1. The proposed request is consistent with the zoning and General Plan designation for the property. 2. The City will benefit from the proposed activities in that charitable funds will be donated to the City's Open Space program. 3. The proposed activities meet the provisions in Section 9-3.623 of the City's Municipal Code. 4. The Special Activities Permit process will provide adequate controls to prevent any adverse impacts to adjoining residences. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of San Juan Capistrano does hereby grant an exemption from the moratorium to allow a team roping clinic, rodeo, and dance as part of the Rancho Days activities, subject to approval of a Special Activities Permit.
