A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN JUAN
CAPISTRANO, CALIFORNIA, DENYING AN APPEAL OF THE DESIGN
REVIEW COMMISSION ACTION OF FEBRUARY 3, 1993, REQUIRING THE
DELETION OF THE PROPOSED SIGNS FOR THE WEST SIDE OF THE
PROPOSED WESELOH FORD DEALERSHIP AT 33949 DOHENY PARK
ROAD/ARCHITECTURAL CONTROL 87-1 (THE PRICE
COMPANY/WESELOH CAR DEALERSHIP)
WHEREAS, the applicant, The Price Company, P. O. Box 85466, San Diego, California
92186-5466, has requested approval of a modification to Architectural Control 87-1 to permit minor exterior
building modifications, landscaping signs and an exception to the lighting standards of Title 9 of the Municipal
Code for the project located at the Price Club Center, 33949 Doheny Park Road; and,
WHEREAS, this project has been processed and reviewed in accordance with the California
Environmental Quality Act (1970); the City's Environmental Review Board reviewed this project and determined
that it qualified for issuance of a mitigated negative declaration; and,
WHEREAS, on February 3, 1993, the Design Review Commission held a duly -noticed public
hearing to receive public comment on Architectural Control 87-1 (modification) and adopted Resolution No.
' DRC 93-2-3-1, conditionally approving said modification; and,
WHEREAS, the applicant has submitted an appeal of the condition requiring the deletion of
the signs on the west elevation of Building Six of the Price Club Center; and,
WHEREAS, on April 6, 1993, the City Council held a duly -noticed public hearing to receive
public comment on the appeal of the Design Review Commission's action of February 3, 1993.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of San Juan
Capistrano does hereby deny the appeal based on the following findings:
1. The proposed signs are not consistent with the General Plan in that the
Community Design Element states that the hilly topography of the City
requires special consideration of development, including placement of signs,
to protect views both to and from surrounding areas. The proposed location
of the signs will not provide any useful business identification of the business
to motorists on adjacent roadways or patrons of the Price Club Center. The
signs would primarily be visible only to residents in the hills across the valley,
negatively impacting their views.
2. The proposed signs are inconsistent with the intent of the Architectural
Guidelines and Section 9-3.603 of the Municipal Code, specifically the
prevention of sign proliferation which may result in visual blight, in that the
signs on the west side of Building Six of the Price Club Center will not be
legible from adjacent roadways, and therefore do not serve as useful business

identification, but do contribute to sign proliferation which may result in visual
blight and detract from an individual;s perception of the City. Furthermore,
the approval of signs which do not provide useful business identification may
set a precedent for other businesses along the railroad tracks.
