CONFIRMING APPOINTMENT OF CITY MANAGER AND ESTABLISHING
COMPENSATION AND AUTOMOBILE ALLOWANCE (GEORGE SCARBOROUGH)
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN
JUAN CAPISTRANO, CALIFORNIA, CONFIRMING THE
APPOINTMENT OF GEORGE SCARBOROUGH AS CITY MANAGER
AND ESTABLISHING THE COMPENSATION AND AN AUTOMOBILE
ALLOWANCE
WHEREAS, after deliberation the City Council of the City
of San Juan Capistrano has offered the position of City Manager for
the City of San Juan Capistrano to George Scarborough; and,
WHEREAS, George Scarborough has accepted the position;
and,
WHEREAS, Section 2-5.206 of the Municipal Code provides
that compensation for the City Manager shall be established by
resolution of the City Council.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of
the City of San Juan Capistrano as follows:
' 1. The City Council of the City of San Juan Capistrano
hereby appoints George Scarborough to the position
of City Manager of San Juan Capistrano, effective
February 16, 1993.
2. The City Manager is appointed by the City Council
and shall serve at their pleasure as an "at -will"
employee, subject to evaluation by the City Council
and termination without cause upon reasonable
notice. Employee shall do and perform all services
necessary to fulfill the duties of the City
Manager.
3. As compensation for services performed, the City
Manager shall receive a salary at the rate of Eight
Thousand Two Hundred and Ninety Dollars ($8,290)
per month, subject to annual review by the City
Council and any cost of living adjustment
established at the sole discretion of the City
Council. City shall pay the City Manager an
automobile allowance of Four Hundred Dollars ($400)
per month and make the full contribution to the
Orange County Employees' Retirement System on
behalf of the employee.
4. City Manager shall receive Executive Management
benefits as presently adopted and as modified from

time to time by the City Council. The City Manager
shall not be eligible for the City's Management
Incentive Pay program.
5. The City will provide comprehensive family health
care coverage including medical, vision, and dental
coverage which City provides to its other employees.
City will provide life insurance with a policy value
of two times the annual salary paid to Employee by
City. City will further provide a long term
disability insurance policy in the same manner
offered to other City employees.
6. Vacation leave for City Manager shall accrue based
upon total length of City service per the following
schedule:

This schedule is the same as that provided to
Employee while serving in the capacity as Assistant
City Manager.
7. Except as otherwise specified in this Resolution,
terms and conditions of employment specified in the
City's Municipal Code and Personnel Rules and
Regulations shall apply.
