A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN
JUAN CAPISTRANO, CALIFORNIA, AMENDING RESOLUTION NO.
9t -9-L7-7, THE CITY'S PERSONNEL CLASSIFICATION AND
COMPENSATION PLAN CREATING ONE POSITION - LEGAL
ASSISTANT
WHEREAS, the City Council of the City of San Juan Capistrano is authorized
and directed under the City's Personnel Rules and Regulations to adopt and amend a
Personnel Classification and Compensation Plan in order to administer the City's
Personnel Management System; and,
WHEREAS, the creation of a new Legal Assistant classification is established
which causes changes to the existing Classification and Compensation Plan; and,
WHEREAS, the City's Personnel Rules and Regulations provide that adoption
or amendment of the City's Personnel Classification and Compensation Plan shall be
made by resolution of the City Council.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of
San Juan Capistrano does hereby amend the City's Personnel Classification and
Compensation Plan as set forth in Exhibits A and B, attached hereto.

CLASS SUMMARY

Under general supervision, to perform a variety of general
administrative staff work and confidential secretarial duties
for the City Attorney, and to do related work as required.
EXAMPLES OF DUTIES
Conducts legal research on subjects assigned by the City
Attorney; assembles routine legal documents and standard forms
for review by the City Attorney; maintains computerized legal
research files and provides client updates on new case and
statutory law; receives and investigates claims against the
City; prepares claims notices and provides liaison with claims
management; prepares monthly claims reports; maintains office
calendar and litigation calendars; prepares court papers for
code enforcement activities and provides court liaison on
enforcement hearings; assists in developing and monitoring
the operational budget; may prepare contracts; processes
contracts; serves as liaison with other agencies, law firms,
and community groups; transcribes a variety of legal documents
including ordinances, agreements, pleadings, complaints,
briefs, and opinions; assembles data and composes
correspondence, responses, reports, and summaries as assigned;
monitors services and billings of contract law firms; provides
staff assistance to boards, commissions and committees; may
represent City in small claims court and enforcement hearings
as assigned.
Maintains and updates office records, files and law library;
types a variety of legal documents; receives and screens calls
and office visitors; assists public by receiving complaints
and inquiries; makes appointments for City Attorney; assembles
and organizes material required by City Attorney for
attendance at court, meetings, hearings and conferences;
relieves and assists City Attorney in performing
administrative details; may assign, review and supervise the
work of others as required.

Ability to sit at a desk or work station for extended periods
of time, ability to open and close file drawers, cabinet doors
and desk drawers, ability to move about departmental office
and city hall area; sufficient manual dexterity to use touch
tone phone, computer key board and manipulate switches and
dials for office equipment operation; ability to bend, stoop,
reach, grab, twist, push or pull body or work materials used
in assigned tasks and responsibilities.
Ability to operate office equipment such as stapler, hole
punch, copy machine, postage meter, calculator, typewriter,
and dictation equipment, and supplies such as ringed binders,
boxed office supplies, paper supplies, and miscellaneous
supplies; ability to communicate clearly with others; ability
to engage in conversations either through face to face
interaction or by telephone interaction; ability to read
correspondence, reports, memoranda and other written
communications prepared by others; ability to read the screen
on a computer and the keys on the keyboard in order to type
in data.
WORKING CONDITIONS
Works in an office environment: exposed to fluorescent
lighting; sometimes works in environment of low humidity;
works around video data terminals and other electrically
powered office equipment; may spend time working alone; may
spend time working as part of a group; sometimes deals with
unhappy, hostile or confrontational individuals.
MINIMUM QUALIFICATIONS
Graduation from high school with college level course work in
paralegal training or a related field, and a minimum of at
least five years of related experience in providing a
combination of paralegal services and legal secretarial
services or the equivalent combination of education and
experience which produces the following:
Knowledge of the principles, practices, techniques of
fundamental legal research and writing, legal terminology,
and basic legal procedures related to court processes,
documents and forms.
Knowledge of research methods, techniques and preparation of
legal documents and ability to conduct, interpret and present
such research;
Knowledge of record keeping systems, tracking systems, and
law office practices;

Ability to prepare comprehensive and concise written and
oral reports based upon gathered case law and information;
Ability to research simple legal problems and prepare
appropriate recommendations, under the supervision of an
attorney;
Ability to successfully complete assignments with only
general direction and supervision;
Ability to communicate and interact effectively with various
levels of management;
Ability to establish and maintain effective working
relationships with others and to deal with the public in a
courteous and tactful manner.
Considerable knowledge of modern law office concepts,
operations, terminology, and equipment, including word
processing;
Thorough knowledge of correct English usage, spelling,
grammar, and punctuation;
Ability to maintain confidentiality of records and activities.
SPECIAL REQUIREMENTS
Ability to type 65 words per minute accurately and correctly.
Ability to take tape dictation and transcribe it rapidly and
accurately.
