P- AR4&TA—V-A1JRAL CONTROL :f CO I• .�• A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA, APPROVING AN AMENDMENT TO THE SITE PLAN FOR ARCHITECTURAL CONTROL 87-1, DESIGNATING A PORTION OF THE SITE LOCATED AT 33949 DOHENY PARK ROAD AS RENTAL VEHICLE STORAGE (PRICE COMPANY) WHEREAS, the applicant, The Price Company, P. O. Box 85466, San Diego, California 92186- 5466, has requested approval of an amendment to Architectural Control 87-1, designating a portion of the Price Club site as rental vehicle storage. The project site is located within the Planned Development (PD) District, at the Price Club Center, 33961 Doheny Park Road; and, WHEREAS, this project has been processed and reviewed in accordance with the California Environmental Quality Act (1970). The City s Environmental Review Board has reviewed this project and confirmed the Director's determination that it is categorically exempt (Class 5) from further environmental review. Class 5 exemptions include minor adjustments in land use limitations; and, WHEREAS, on December 14, 1993, the Planning Commission held a duly -noticed public hearing to receive public comment on Architectural Control 87-1 and forwarded a recommendation of conditional approval to the City Council; and, WHEREAS, on January 18,1994, the City Council held a duly -noticed public hearing to receive ' public comment on Architectural Control 87-1; and, WHEREAS, the City Council finds and determines as follows: (a) The project site is designated Special Study (SS) on the General Plan Map, which is consistent with the Planned Development (PD) District according to the Consistency Matrix of the Municipal Code (b) The project is consistent with the Land Use Element of the General Plan in that the General Plan Policy document states that the Land Use goal for commercial and industrial development is that land development priorities should be directed toward those uses which maximize revenues, minimize required services and do not add to population growth pressures. The establishment of vehicle rental agencies in an existing facility already served by adequate transportation facilities will meet these goals. (c) The proposed vehicle rental agency is consistent with surrounding uses in that existing and planned uses within the Price Club Plaza include a variety of retail uses and restaurants, the Price Club, and two approved, but not yet operating car dealerships. Uses on properties adjacent to the Price Club Center include a mobile home park north of the site, a retail center, including a gas station, south of the site, a transmission repair shop east of the site across Doheny Park Road, and the AT&SF railroad right-of-way west of the site. All of these uses are of a similar nature and intensity as the proposed vehicle rental agency. (d) The proposed change to the parking ratio at the Price Club Center will provide adequate parking in that there are 854 existing parking stalls at the Price Club Center, the proposed vehicle agency will require 17 stalls plus an estimated 10 stalls to be -1- 252 replaced by landscape buffering. Information from the Institute of Transportation Engineers Parking Handbook estimates an average demand of 648 stalls for the Center and a staff survey of the parking at the Center indicates an estimated peak parking demand of 567 parking stalls. Now, THEREFORE, BE IT RESOLVED, that the City Council of the City of San Juan Capistrano does hereby approve an amendment to the site plan for Architectural Control 87-1, designating specific areas of the site as rental vehicle storage, subject to the following conditions: 1. Prior to the storage of trucks on the site a revised site plan shall be submitted for the D'irector's review and approval which indicates the following: a. Parking for a maximum of four (4) trucks located in the south aisle, starting at the seventh (7th) stall from the east end of the aisle. The remainder of the truck parking/storage area shall be located at the rear of the Price Club building; b. The southern 180 feet of curb line along the west boundary of the site designated as no parking with appropriate signs and painted curbs; C. The length of each stall and the length of each truck assigned to these stalls. Stall lengths shall be, at a minimum, ten (10) feet longer than the trucks assigned to the stall; and, d. Additional landscaping along the south border of the site sufficient to mitigate visual impacts from properties south of the site. 2. The applicant shall be responsible for securing written permission to install additional landscaping along the southern border of the site from the Orange County Flood Control District.
