THE CITY S PERSONNEL CLASSIFICATION AND COMPENSATION PLAN (PUBLICATIONS SPECIALISTI A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA, AMENDING RESOLUTION NO. 91-9-17-7, THE CITY'S PERSONNEL CLASSIFICATION AND COMPENSATION PLAN CREATING ONE POSITION - PUBLICATIONS SPECIALIST WHEREAS, the City Council of the City of San Juan Capistrano is authorized and directed under the City's Personnel Rules and Regulations to adopt and amend a Personnel Classification and Compensation Plan in order to administer the City's Personnel Management System; and, WHEREAS, the creation of a new Publications Specialist classification is established which causes the changes to the existing Classification and Compensation Plan; and, WHEREAS, the City's Personnel Rules and Regulations provide that adoption or amendment of the City's Personnel Classification and Compensation Plan shall be made by resolution of the City Council. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of San Juan Capistrano does hereby amend the City's Personnel Classification and Compensation Plan as set forth in Exhibits A and B, attached hereto. Under direction, to plan, organize and perform a variety of graphic art, visual design, writing, editing and artistic renderings to illustrate and visually present information and data; and to do related work as required. EXAMPLES OF DUTIES Designs and prepares maps, charts, brochures, reports, illustrations, and other visual presentations based upon information and data provided and/or researched; designs and prepares a variety of illustrative and graphic displays for reports, publications, posters, maps, newsletters, and informative displays; designs and prepares graphs, maps, charts, and reports to illustrate technical data; revises existing maps or develops new maps as a result of boundary changes, annexations, zone changes, and other revised information. Designs layouts and camera-ready art work for brochures, flyers, reports, publications, posters, maps, and displays for public presentation; advises and assists in selection of typestyle and size, paper stock, ink color and methods of presentations; maintains appropriate inventory of supplies and materials required to perform assigned graphics illustration work; maintains records of work requests and completed projects. Writes and edits text for brochures, flyers, reports and publications. PHYSICAL REQUIREMENTS Ability to sit at a desk or work station for extended periods of time, ability to open and close file drawers, cabinet doors and desk drawers, ability to move about departmental office and city hall area; sufficient manual dexterity to use touch tone phone, computer key board and mouse, Exacto knife, paintbrushes, markers and to manipulate switches and dials for office equipment operation; ability to bend, stoop, reach, grab, twist, push or pull body or work materials used in assigned tasks and responsibilities. Ability to operate office equipment such as copy machine, and supplies such as ringed binders, boxed office supplies, paper supplies, and miscellaneous supplies; ability to communicate clearly with others; ability to hear shouted warnings; ability to read correspondence, reports, memorandums and other written communications prepared by others; ability to read the screen on a computer and the keys on the keyboard in order to type in data; PUBLICATIONS SPECIALIST/Page 2 IWORKING CONDITIONS Works in an office environment: exposed to fluorescent lighting; sometimes works in environment of low humidity; works around video data terminals and other electrically powered office equipment; may spend time working alone; may spend time working as part of a group; works with chemical graphics materials. MINIMUM QUALIFICATIONS Graduation from an accredited two-year college with major course work in graphic design, commercial art or closely related field of study and considerable related experience; or any equivalent combination of education and experience which produces the following: Considerable knowledge of the methods and techniques of creating and reproducing effective visual presentations of statistical and technical data. Considerable knowledge of the methods, materials and equipment used in freehand and mechanical drawing and lettering and the production of graphic displays. ' Considerable knowledge of drafting, mapping and reproduction methods, practices and equipment. Some knowledge of photographic methods, materials and equipment. Ability to prepare written text and/or edit written text for effective brochures, pamphlets, publications, etc. Ability to organize technical and statistical information and materials into clear graphic presentations. Ability to analyze graphic needs and requirements and develop effective visual presentations. Ability to effectively apply techniques and methods associated with graphic arts and visual presentations. Ability to effectively perform related research and data gathering activities and interpret and visually present such material. 1 179 RESOLUTION NO. 93-10-19-5 ' ESTABLISHING "NO SOLICITING"- ALIPAZ PLAZA A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA, ESTABLISHING "NO SOLICITING" AT ALIPAZ PLAZA PURSUANT TO CHAPTER 24, TITLE 5 OF THE MUNICIPAL CODE WHEREAS, the City Council has established provisions for establishing "No Soliciting" areas pursuant to Chapter 24, Title 5, of the Municipal Code; and, WHEREAS, the applicant, Yolanda Zanchi, property owner, has requested establishment of said "No Soliciting" area for the property located at 31952 Del Obispo Street, otherwise known as Alipaz Plaza; and, WHEREAS, the applicant has satisfied the requirements of the City Municipal Code relating to establishment of "No Soliciting' areas, regarding the location, size and wording of the required signs to be posted; and, WHEREAS, other available locations exist in proximity to Alipaz Plaza where solicitation of employment, business or contributions is permitted to occur. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of San Juan Capistrano does hereby find, determine and declare as follows: A "No Soliciting" area is established for the business complex located at 31952 Del Obispo Street known as Alipaz Plaza.
