SUPPORTING CONCEPT OF COUNTY -WIDE SIGNAL PREEMPTION WITH RECOMMENDATION
FOR PRIORITIZATION OF SIGNAL COORDINATION ABOVE SIGNAL PREIIrIPIION
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN JUAN
CAPISTRANO, CALIFORNIA, SUPPORTING THE CONCEPT OF A COUNTY-
WIDE SIGNAL PREEMPTION PROGRAM BUT RECOMMENDING THAT
SIGNAL COORDINATION BE PRIORITIZED ABOVE SIGNAL PREEMPTION
WHEREAS, the Orange County Transportation Authority has requested the City of San Juan
Capistrano's input regarding a County -wide signal preemption system; and,
WHEREAS, a County -wide traffic signal preemption system is desired to serve police, fire and
other emergency vehicles; and,
WHEREAS, the system needs to be compatible between jurisdictions; and,
WHEREAS, the City is concerned with the limited nature of the Measure M transportation
funds for other signal coordination projects.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of San Juan
Capistrano does hereby:
SECTION 1.
' Support in concept a County -wide signal preemption program.
SECTION 2
Support a joint development effort between the County and the Orange County Transportation
Authority in developing a uniform County -wide specification for signal preemption.
SECTION 3.
Recommend that the Orange County Transportation Authority prioritize signal coordination
above signal preemption.
