Resolution Number 94-10-4-4232 ' RESOLUTION NO. 94-10-4-4 OPPOSING INITIATIVE_- EL TORO MARINE CORPS AIR STATION A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA, OPPOSING THE "INITIATIVE TO AMEND THE ORANGE COUNTY GENERAL PLAN TO DESIGNATE MARINE CORPS AIR STATION, EL TORO, FOR CIVIL AVIATION AND RELATED USES." WHEREAS, the United States Government is considering closure of the Marine Corps Air Station, El Toro, pursuant to the Base Closure Act of 1990; and, WHEREAS, the County of Orange has established the El Toro Reuse Planning Authority to carefully study and develop alternative civilian uses, taking into consideration the long-term economic, social, and environmental impacts to the surrounding communities and the County as a whole; and, WHEREAS, the EI Toro Reuse Planning Authority, as a public agency, is required by law to conduct its business in public. including studies and the develament of alternatives, and to follow State and Federal Environmental Laws and to provide full and complete public disclosure; and, WHEREAS, the Orange County/El Toro Economic Stimulus Initiative, identified as Measure "A" on the November ballot, circumvents the normal public planning and disclosure process by mandating a commercial airport zoning at the El Toro site without first providing full disclosure of the impacts by due public ' process and without any consideration whatsoever of any other alternatives; and, WHEREAS, it is the opinion of the City that any reuse plan for El Toro will have highly significant economic, social, and environmental impacts on the surrounding communities and County of Orange as a whole; and, WHEREAS, the public is entitled to full disclosure of any such impacts through the appropriate planning process before any reuse decisions are made; and, WHEREAS, historically, the City Council of the City of San Juan Capistrano has been committed to the public planning process and believes that the interests of the citizens of San Juan Capistrano, our neighboring cities, and citizens throughout the County of Orange are best served by a process that requires full study and disclosure before any reuse decisions are made. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA, DOES HEREBY RESOLVE AND DETERMINE, to oppose Measure "A", the "Initiative to Amend the Orange County General Plan to Designate Marine Corps Air Station, El Toro, for Civil Aviation and Related Uses" appearing on the November 8, 1994, general election ballot. BE IT FURTHER RESOLVED, THAT THE CITY COUNCIL OF THE CITY OF SAN JUAN CAPISTRANO DOES HEREBY ask all registered voters in the City of San Juan Capistrano, our neighboring cities, and throughout the County of Orange to cast a "NO" vote on Measure "A", the "Initiative to Amend the Orange County General Plan to Designate the Marine Corps Air Station, El Toro, for Civil Aviation I and Related Uses" when they vote on November 8, 1994 -1- 233 BE IT FURTHER RESOLVED, that pursuant to law, no public funds of the City of San Juan Capistrano shall be expended to promote or oppose passage of the initiative.
