A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN JUAN
CAPISTRANO, CALIFORNIA, AMENDING RESOLUTION NO. 91-9-17-7, THE CITY
PERSONNEL CLASSIFICATION AND COMPENSATION PLAN CREATING ONE
POSITION - ASSOCIATE ENGINEER
WHEREAS, the City Council of the City of San Juan Capistrano is authorized and directed under the City's
Personnel Rules and Regulations to adopt and amend the Personnel Classification and Compensation Plan in order to administer
the City's Personnel Management System; and,
WHEREAS, the creation of anew Associate Engineer classification is established which causes the changes to
the existing Classification and Compensation; and,
WHEREAS, the City's Personnel Rules and Regulations provide that adoption or amendment of the City's
Personnel Classification and Compensation Plan shall be made by resolution of the City Council.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of San Juan Capistrano does
hereby amend the City's Personnel Classification and Compensation Plan as set forth in Exhibits A and B, attached hereto.
PASSED, APPROVED, AND ADOPTED this 7th day of June 1994.

ASSOCIATE ENGINEER
SUMMARY
To perform traffic engineering work involving the development, design,
investigation and construction of projects; to prepare and review traffic
engineering plans and specifications; to act as project manager on assigned
projects; and, to perform a variety of technical tasks relative to assigned areas of
responsibility.
EXAMPLES OF DUTIES
Perform professional traffic engineering functions on a variety of assigned
projects.
Serve as project manager on a number of projects; manage and administer
consultant and construction contracts; review work to ensure compliance with
specifications.
Prepares reports and presentations to Transportation Commission and City
Council regarding traffic engineering issues. Acts as Secretary to the City's
Transportation Commission.
' Responds to informational requests from general public, other agencies,
developers, engineers, planners and contractors.
Meets with engineers, developers and contractors regarding projects.
Coordinates and conducts a variety of engineering traffic studies; analyzes and
evaluates traffic accident data; maintains traffic counts and prepares speed
surveys; prioritizes traffic and circulation system improvements.
Reviews City street improvement plans; provides proper signing and street
striping; coordinates maintenance program; monitors proposeds street lighting.
Coordinates traffic and circulation improvements with outside agencies;
assembles traffic information for other government agencies.
Coordinates the City's Master Signal Control system; oversees the signal and
street striping maintenance contracts.
Performs other duties as may be assigned.

PHYSICAL REQUIREMENTS
The position requires the ability to grasp, lift and manually manipulate public
works and traffic plans, maps, codes and reference books weighing up to 20
pounds; must have correctable sight to read plans, maps, and reference books;
must be able to communicate clearly with others; ability to hear normal ranges of
human conversation.
WORKING CONDITIONS
The position requires the ability to work indoors in an office environment and
outdoords in a field environment; some exposure to ammonia fumes from plans
and maps; work around video terminals; ability to establish and maintain effective
working relationships with others; work alone and in groups.
MINIMUM QUALIFICATIONS
Graduation form an accredited college or university with a B.S. in Engineering; or
any equivalent combination of education and experience which produces the
following:
Knowledge of the principles of traffic engineering practices applied in the
planning, location, design, constructions and maintenance of traffic engineering
projects.
Knowledge of City ordinance and policies as they relate to traffic engineering
responsibilities.
Knowledge of authoritative reference work in the field of traffic engineering.
Ability to prepare, interpret, and utilize engineering plans, maps, specifications
and reports.
Ability to perform engineering computations and to compile engineering data and
statistics.
DESIRABLE QUALIFICATIONS
Two years experience in performing municipal traffic engineering functions.
Experience in preparation and presentation of clear and concise reports to City
Commissions and Cibj Council.
