Resolution Number 95-7-18-3RESOLUTIONNO. EXTENSION OF ]JUSINESS PROMOTIONAL BANNER PRQGRAM A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA, EXTENDING THE BUSINESS PROMOTIONAL BANNER PROGRAM THROUGH AUGUST 31, 1996 WHEREAS, on October 5, 1993, the City Council approved a six-month trial program that designated a specific period of the month for conducting a city-wide promotional banner program; and, WHEREAS, the City Council extended the program until August, 1995; and, WHEREAS, on June 6, 1995, the City Council reviewed the program for possible inclusion as a permanent part of the City's Municipal Code and elected to extend the program by resolution for one additional year, subject to modifications. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of San Juan Capistrano does hereby find, determine, and declare as follows: 1. That the Business Promotional Banner Program promotes San Juan Capistrano ' as a business -friendly City while still maintaining the purpose and intent of the sign code; and, 2. That the program provides merchants with an opportunity to display a promotional banner every month without the burden and expense of having to obtain a permit. BE IT FURTHER RESOLVED, that the City Council of the City of San Juan Capistrano does hereby extend the Business Promotional Banner Program through August 31, 1996, subject to the following criteria: 1. Monthly Business Promotional Banner Program Business establishments may use banners for promotional purposes on the last Thursday through Sunday of each month (one weekend per month only), subject to the following: a. Banners may go up at the start of business on Thursday and must be removed by the end of business on Sunday. b. Banners may not exceed twenty (20) square feet in total area (10 -foot maximum length and 3 -foot maximum width) in accordance with the provisions of Section 9-3.623(d)(1) regulating special activities banners and signs. C. Banners must be placed on the building below the roof eave. Banners may not be hung from the roof eave. -1- 398 Kell establishment. d. A maximum of one banner may be permitted for a business e. Off-site banners shall not be permitted. PASSED, APPROVED, AND ADOPTED this July 1995.
