Resolution Number 95-2-7-4097 ' RESOLUTION NO. 95-2-7-4 APPROVING MODIFICATIONS TO ARCHITECTURAL CONTROL 87-1 FOR THE PRICE CLUB CENTER AND ADOPTING A MITIGATED NEGATIVE DECLARATION (PRICE ENTERPRISES) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA, ADOPTING A MITIGATED NEGATIVE DECLARATION AND APPROVING MODIFICATIONS TO ARCHITECTURAL CONTROL 87-1 FOR THE PRICE CLUB CENTER (PRICE ENTERPRISES) WHEREAS, the applicant, Laurie Price, 1545 Hotel Circle South, Suite 300, San Diego, California 92108-3415, requested approval of modifications to Architectural Control 87-1 for the Price Club Center to demolish two buildings closest to the south property line, partially demolish the building closest to the north property lines, and to construct two new buildings adjacent to the south property line. The project site is located at 33961 Doheny Park Road within the Planned Development District, and is designated SO (Special Study); and, WHEREAS, this project has been processed and reviewed in accordance with the California Environmental Quality Act (1970). The City's Environmental Administrator has determined that the project qualifies for issuance of a negative declaration; and, ' WHEREAS, at its meeting of January 10, 1995, the Planning Commission held a duly -noticed public hearing to consider testimony both in favor of and in opposition to the proposed modifications to Architectural Control 87-1 for the Price Club Center and recommended approval to the City Council; and, WHEREAS, at its meeting of February 7, 1995, the City Council held a duly -noticed public hearing to consider testimony both in favor of and in opposition to the proposed modifications to Architectural Control 87-1 for the Price Club Center. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of San Juan Capistrano does hereby make the following findings: 1. As conditioned, the proposed development is consistent with the requirements of the Municipal Code in that the proposed building meets the required setbacks of the Municipal Code and Specific Development Plan 87-1, and also meets the parking requirements of the Specific Development Plan of one stall per 250 square feet of leasable area. The proposed development will require 778 parking stalls and the applicant has provided 847 parking stalls. 2. The site plan is compatible with surrounding uses in that the proposed site plan has been designed to accommodate large-scale retail businesses similar to those existing on adjacent properties. Additionally, the traffic study prepared for the environmental review of the proposal indicates an insignificant increase in the amount of traffic generated by the proposal. 3. The proposed plans are generally consistent with the goals and objectives of the Community Design element in that the proposed buildings have been designed with details, including cedar arcades, rough sawn trellises and towers which are compatible with the existing development at the Price Club Center. 4. The proposed site plan has been designed to provide a desirable environment for the public in that smaller scale buildings are located along the frontage of Doheny Park Road while the largest buildings are located at the rear of the site. Additionally, loading docks have been oriented away from streets and the site plan incorporates adequate, conveniently -located parking for the intended uses. 5. As conditioned, the proposed buildings will be consistent with the Architectural Design Guidelines in that the proposed building will utilize landscaping, and trellises and arcades to minimize the apparent mass of the buildings. 6. As conditioned, the proposed landscape generally provides an attractive environment for the public in that the applicant has proposed a palette consistent with the existing landscape on the site. BE IT FURTHER RESOLVED, that the City Council does hereby approve the proposed modifications to Architectural Control 87-1, subject to the following conditions: 1. Prior to the issuance of a building permit the applicant shall submit revised plans for review and approval by the Planning Director which indicate the following: a. A non -deciduous, vertically -profiled tree in place of the proposed Naked Coral trees. b. A revised sign program which indicates that increased sign areas for Petsmart and Staples are specific to those tenants, and that future tenants are subject to the area requirements of the Municipal Code. The sign program shall also delete the second monument sign. C. Detailed and accurate plans for the pallet yard. d. Revised elevations for building four which indicate the material as cedar siding consistent with that used elsewhere in the Price Club Center. -2- 099 2. Prior to the issuance of a building permit the applicant shall provide, to the satisfaction of the City Engineer, on-site traffic control sign(s) which prohibit the use of the north driveway as an exit.
