Resolution Number 95-2-7-3091 RESOLUTION NO. 95-2-7-3 /a 111 am 0703,3131-11113 T1 I oil)'U11 _� i1 '/ :: 11 U WO RV-4aS 1 1 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA, APPROVING REZONE 94-3, MODIFICATIONS TO THE COMPOSITE DEVELOPMENT PLAN FOR GLENDALE FEDERAL PLANNED COMMUNITY AREA C (ARCHITECTURAL CONTROL 88-21) (PACIFIC COMMUNITIES BUILDER) WHEREAS, the applicant, Nelson Chung, Pacific Communities Builder, 1036 South Serrano Avenue, Anaheim, California 92808, has requested approval of modifications to the Composite Development Plan for "Area C" of the Glendale Federal Planned Community. The proposed modifications include a change in housing product type from a mix of stacked flats and townhomes to single family homes, and the deletion of a series of man-made lakes within the project site. The project is located west of La Novia Avenue, approximately one-half mile south of San Juan Creek Road, within the Planned Development (PD) District, and is designated 1.4 (Medium Density Residential); and, WHEREAS, this project has been processed and reviewed in accordance with the . California Environmental Quality Act (1970), and the City's Environmental Administrator has determined that the project qualifies for issuance of a mitigated negative declaration; and, WHEREAS, at its meeting of January 10, 1995, the Planning Commission held a duly -noticed public hearing to consider testimony both in favor of and in opposition to the proposed modifications to the Composite Development Plan for "Area C" and forwarded this application to the City Council with a conditional recommendation of approval. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of San Juan Capistrano does hereby make the following findings: 1. The proposed development is consistent with the Municipal Code and the Comprehensive Development Plan in that the applicant has proposed 286 dwelling units as permitted by the Comprehensive Development Plan. Additionally the proposed project is consistent with the setback requirements contained within the Comprehensive Development Plan. 2. The site plan is consistent with existing and proposed land uses in that the site will be developed as single-family residences of a type and scale which exist in adjacent residential developments. 3. The architectural design of the project is generally consistent with the ' Community Design Element of the General Plan in that the residences are proposed to have a Mediterranean period design, consistent with other neighborhoods in San Juan Capistrano. 4- 092 Additionally, the applicant has proposed that units which back up to streets or the golf course would have a fully -detailed rear elevation, insuring that the neighborhood has a pleasing and well-developed appearance. 4. The proposed site plan has been designed to provide a desirable environment for the public in that each unit will be provided with private fenced yards, as opposed to the previously approved product which did not provide private yards for each residence. Additionally, the applicant has proposed varying front yard setbacks and a mix of one- and two-story units to provide variety to the streetscape of the project. 5. On-site circulation has been designed for safe and convenient use in that streets have been designed to the standards of the City and County, and the design of the driveways serving the central units have been reviewed by the Orange County Fire Department and have been determined to be adequate for access by emergency vehicles. 6. The applicant has provided parking in excess of the standards prescribed by the Mitigated Negative Declaration by proposing 120 parking stalls. Additionally, these stalls have been located throughout the site, making them convenient and accessible to all residences. 7. The proposed project is consistent with the Design Guidelines in that the applicant has proposed buildings of similar size and scale to those existing elsewhere within the Glendale Federal Planned Community. There are no buildings directly adjacent to the site; however, the character of the two proposed products within the development are complementary and will be of a Mediterranean period design. Additionally, the applicant has proposed fully -detailed elevations for residences which back up to streets and the fairways of the San Juan Hills Golf Course. Additionally, the design of the proposed entry statements are also consistent with the proposed design of the residences, creating an overall unity of design for the project. 8. The site plan is functional with regard to off-site traffic conditions in that the proposed development is consistent with the approved densities of the Glendale Federal Planned Community, and therefore, traffic generation for this project has been anticipated and planned for in the development of adjacent streets. 9. The general landscape design will provide an attractive environment for the public in that the applicant has proposed unique landscape palettes for each street within the development, providing unity of the streetscape for each street, while also providing variety throughout the neighborhood. The applicant is also proposing a well -considered variety of canopy, accent and vertical tree pallets further providing a cohesive and pleasing landscape plan for the neighborhood. BE IT FURTHER RESOLVED, that the City Council does hereby approve the proposed revisions to the Composite Development Plan for "Area C' of the Glendale Federal Planned Community, subject to the following conditions: -2- 1. Prior to the issuance of any building permits, the applicant shall submit revised ' plans for the approval of the Planning Director which indicate the following: a. All driveways nine feet or less and adjacent to sidewalks shall be increased to at least 18 feet in length. If in any case this is not possible, the Planning Director shall have the authority to approve driveways of less than 18 feet. b. A revised mailbox design which incorporates more substantial support elements and indicates proposed materials and colors. C. Details of the wrought iron perimeter fencing and pilasters. d. Landscape plans prepared in accordance with Municipal Code Section 9-3.617 (Water Conservation Landscape). 2. Prior to the Engineering Division's processing of the proposed entry gates and abandonment of Via Entrada, plans which indicate the following shall be submitted to the Parks, Recreation and Equestrian Trails Commission and to the Planning Commission for review and recommendation to the City Council: a. A staging area consisting of a parking lot and trail connection to the existing trail near the Capistrano Valley Water District reservoir. The staging area is to be located on Via Entrada west of the point where Via Entrada becomes a private road. b. The final proposed design of the gates, walls, signs and any other components of the proposed entry statement for the development. PASSED, APPROVED, AND ADOPTED this 7th day of February 1 1995.
