Resolution Number 96-3-19-8376 RESOLUTION NO. 96-3-19-8 lie 9�0)1 1 1141":14 ell A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA, SUPPORTING PROPOSITION 203, THE STATE SCHOOL BOND MEASURE ON THE MARCH 26, 1996, STATEWIDE PRIMARY ELECTION WHEREAS, the needs of K-12 schools, community colleges and the State's four-year colleges and universities are enormous, with more than half of the State's K-12 school buildings more than thirty years old, and over 140,000 new K-12 students entering the State's schools each year; and, WHEREAS, there is a $7 billion backlog for K-12 facilities projects awaiting approval and/or funding and there is no State money available to fund new construction, seismic retrofits, or necessary repairs. In addition, there is a need for $1 billion per year for the next ten years to upgrade higher education facilities for new technologies, improve seismic safety and meet enrollment growth; and, WHEREAS, the State School Bond will provide $2.25 billion for K-12 and $975 million for college and university construction needs, which can only be used to build new schools, repair and upgrade older classrooms, construct laboratories and libraries, and other needed facilities; ' and, WHEREAS, an investment in the educational infrastructure of the State is an investment in the future economic and business prosperity within the State; and, WHEREAS, these bonds have received broad support from business groups including the California Business Roundtable, the California Chamber of Commerce, California Business Alliance, and California Building Industry Association, as well as from the California Taxpayers Association and Congress of California Seniors; and, WHEREAS, the citizens of the City of San Juan Capistrano will ultimately benefit from a State School Bond; and, WHEREAS, Capistrano Unified School District is in line to receive over $18 million from Proposition 203 and has additional eligibility on file with the State for over $130 million in new projects required to house new students from future growth within the school district; and, WHEREAS, Capistrano Unified School District's student enrollment has doubled over the past decade and is expected to continue to increase by 4 to 6 percent each year well into the future, thus necessitating additional classrooms to address this futwe growth. -1- 377 NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of San Juan Capistrano does hereby urge voters to careflAy study and weigh the impacts on the District and its schools if Proposition 203 does not pass on the March 26, 1996, Statewide ballot.
