Resolution Number 95-10-17-1075 RESOLUTION NO. 95-10-17-1 APPROVING REZONE : MODIFICATION T1 THE COMPOSITE DEVELOPMENT PLAN FOR GLENDALE S PLANNED COMMUNITY "AREA1 • 1' 111:1: HOMES, INC.) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA, APPROVING MODIFICATIONS TO THE COMPOSITE DEVELOPMENT PLAN FOR GLENDALE FEDERAL PLANNED COMMUNITY "AREA D-1" TO INCLUDE NEWLY -DESIGNED SINGLE- FAMILY RESIDENCES AND A REVISION TO THE SIDE YARD SETBACKS (TAYLOR WOODROW HOMES, INC.) WHEREAS, the applicant, Adrian Foley, Taylor Woodrow Home, Inc., 24462 Ridge Route Drive, Laguna Hills, California 92653, has requested approval of modifications to the Composite Development Plan for "Area D -I" of the Glendale Federal Planned Community, for Tracts 13437 and 13866, located approximately one-half mile southeast of the intersection of La Novia Avenue and Camino Del Rio, within the planned Development District, with a 1.3 (Medium -low Density Residential) designation on the General Plan Map; the proposed modifications include newly - designed single-family residences in place of the previously -approved single-family. residences,_ and a revision in side yards from ten feet on each side to five feet on one side and ten feet on the other side; and, WHEREAS, this project has been reviewed in accordance with the California Environmental Quality Act (1970). The City's Environmental Administrator has determined that this project is categorically exempt (Class 5) from further environmental review; Class 5 exemptions include minor modifications to land use limitations; and, WHEREAS, at its meeting of June 27, 1995, the Planning Commission held a duly - noticed public hearing to consider testimony both in favor of and in opposition to the proposed modifications to the Composite Development Plan for "Area D-1" and forwarded a recommendation of conditional approval to the City Council; and, WHEREAS, at its meeting of July 18, 1995, the City Council held a duly -noticed public hearing to consider testimony both in favor of and in opposition to the proposed modifications to the Composite Development Plan for "Area D-1" and denied the applicant's request; and, WHEREAS, the applicant requested reconsideration of the item and at its meeting of October 17, 1995, the City Council held a duly -noticed public hearing to consider testimony both in favor of and in opposition to the proposed modifications to the Composite Development Plan for "Area D-1." NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of San Juan Capistrano does hereby make the following findings: 076 1. The proposed development is consistent with the Municipal Code and the Comprehensive Development Plan in that the applicant has proposed 144 dwelling units for "Area D-1" and is working on plans for an additional 112 units to be reviewed later for "Area D-2;" the total number of units in "Area D" will be 256, as permitted by the Composite Development Plan. 2. The project is consistent with the development standards for single-family residences contained in Composite Development Plan 81-2 in that the lots will have a minimum of 30 percent open area per lot. Also, the Composite Development Plan specifies that setbacks are to be established during review of individual projects, and the setbacks of five feet and ten feet proposed by the applicant are consistent with other planned communities of similar lot and residence size. 3. The site plan is consistent with existing and proposed land uses in that the site will be developed as single-family residences of a type and scale which are compatible with adjacent residential developments and open space areas. 4. The architectural design of the project is generally consistent with the Community Design Element of the General Plan in that the residences include elements which are characteristic of Mediterranean architecture and are typified by the use of high quality materials such as smooth stucco finishes, wrought iron, and rough sawn stained wood. Additionally, units which are adjacent to streets shall have fully -detailed elevations, insuring that the neighborhood has a pleasing and well-developed appearance. 5. The general site considerations have been designed to provide a desirable environment for the public in that the buildings will be developed to standards which provide adequate open area on each lot (minimum 30% as required by Code), separation between buildings consistent with development of this scale, and landscaped slopes providing separation between the rear yards of most of the residences. 6. The proposed development will provide adequate parking in that space to park approximately 175 cars on -street to service the proposed 144 dwelling units has been distributed evenly throughout the neighborhood. 7. The general design of the buildings is consistent with the Architectural Design Guidelines in that the applicant is proposing to utilize high quality materials, including wood and wrought iron details, solid wood front doors and roll -up doors, and stucco embellishments at windows and eaves. Also the inclusion of elements such as courtyards and balconies on the front elevations of the residences is consistent with the Architectural Design Guidelines. S. The site plan is functional with regards to off-site traffic conditions in that the proposed development is consistent with the approved densities of the Glendale Federal Planned Community, and therefore traffic generation of this project has been anticipated and planned for in the development of adjacent streets. Additionally, five-foot sidewalks have been provided on each side of the local streets, and a sidewalk and all -terrain bike trail will be provided along Via Entrada consistent with the approved Composite Development Plan for "Area D." -2- 9. The general landscape design will provide an attractive environment for the public in that the applicant has proposed unique landscape palettes for each street within the development, providing unity of the streetscape for each street, while also providing variety throughout the neighborhood. The applicant is also proposing a well -considered variety of median, accent and slope plantings, further providing a cohesive and pleasing landscape plan for the neighborhood. BE IT FURTHER RESOLVED, that the City Council does hereby recommend approval of the proposed revisions to the Composite Development Plan for "Area D-1" of the Glendale Federal Planned Community, subject to the following conditions: 1. Prior to the issuance of the first building permits the applicant shall submit revised plans for the approval of the Planning Director which indicate the following: a. Window frames and dividers are of white vinyl. b. All exterior stucco corners are radiused. C. All wall joints having a smooth -sacked joint. Wall plans must also indicate the color of the block to be compatible with the colors of the homes. d. Large-scale plans shall indicate the elimination of the trim lines on ' exterior arches, as represented on the plan reductions submitted for Planning Commission review. 2. Prior to the issuance of the first building permit the applicant shall submit an additional color board which contrasts more strongly with those submitted, subject to review and approval by the Planning Commission.
