Resolution Number 96-11-5-132S RESOLUTION P%0.96-11-5-1 ANNUAL CONSISTENCY REVIEW FOR CONFORMANCE WITH THE COUNTY MASTER PLAN1 TRIAL HIGHWAYS A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA, CONCERNING THE STATUS OF THE CIRCULATION ELEMENT FOR THE CITY OF SAN JUAN CAPISTRANO WHEREAS, the City of San Juan Capistrano desires to maintain and improve the streets within its jurisdiction, including those arterials contained in the Master Plan of Arterial Highways; and, WHEREAS, the City of San Juan Capistrano has endorsed a definition of and a process for determining consistency of the City's Traffic Circulation Plan with the Master Plan of Arterial Highways; and, WHEREAS, the City of San Juan Capistrano amended its Master Plan of Streets and Highways and the Circulation Element of the General Plan on November 1, 1983, which does not preclude implementation of the Master Plan of Arterial Highways within its jurisdiction; and, ' WHEREAS, the City is required to adopt a Resolution every even -numbered year informing the Orange County Transportation Authority that the City's Circulation Element is in conformance with the County's Master Plan of Arterial Highways and the City and County are currently involved with resolving classification discrepancies on Camino Del Avion from the west City limit to Del Obispo Street, La Novia Avenue from San Juan Creek Road to Ortega Highway, Camino Las Ramblas from Interstate Route 5 to Via California, Camino Los Padres (Marina Hills Drive), and Ortega Highway from La Novia Avenue to the easterly City boundary; and, whether any changes to any arterial highways of said Circulation Element have been adopted by the City during fiscal year 1994-95 and 1995-96; and, WHEREAS, the City is required to send every even -numbered year to the Orange County Transportation Authority al recommended changes to the City Circulation Element and the County Master Plan of Arterial Highways for the purpose of requalifying for participation in the Arterial Highway Financing Program and Measure M's Streets and Roads Programs. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of San Juan Capistrano does hereby inform the Orange County Transportation Authority that: 1. The arterial highway portion of the City Circulation Element of the City is in conformance with the County Master Plan of Arterial Highways. ' 2. The City attests that no unilateral reduction in through lanes has been made on any Master Plan of Arterial Highways arterials during Fiscal Years 1994-95 and 1995-96. -1- 326 3. The City has adopted a uniform setback ordinance providing for the preservation of rights-of-way consistent with the Master Plan of Arterial Highways arterial highway classification. 4. The City has adopted provisions for the limitation of access to arterial highways in order to protect the integrity of the system. BE IT FURTHER RESOLVED, that the City Clerk is hereby directed to forward a certified copy of this Resolution to the Orange County Transportation Authority.
