A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN
CAPISTRANO, CALIFORNIA, APPROVING MODIFICATIONS TO
COMPOSITE DEVELOPMENT PLAN FOR GLENDALE FEDERAL PLA]
COMMUNITY AREA D-2 FOR NEWLY -DESIGNED SINGLE FA
RESIDENCES, A REDUCTION IN SIDE YARD SETBACKS, AND PAY?
OF PARK IN -LIEU FEES INSTEAD OF PROVIDING ACTIVE RECREA
FACILITIES AT A PRIVATE PARK (TRACT 13437/TAYLOR
HOMES, INC.)
WHEREAS, the applicant, Alfredo Ayuyao, representing Taylor Woo(
Inc., 24462 Ridge Route Drive, Laguna Hills, California 92653, has requested
modifications to the Composite Development Plan for "Area D-2" of the Glendale Fei
Community, located approximately one mile southeast of the intersection of La Novig
Via Entrada, within the Planned Development (PD) District and designated as 1.3 (
Density Residential) on the General Plan Map. The proposed modifications include ne
single-family residences in place of the previously -approved single-family residences; s
side yards from ten feet on each side to five feet on one side and ten feet on the o1

WHEREAS, this project has been reviewed in accordance with t California
Environmental Quality Act (1970) and the City's Environmental Administrator has det rmined that
this project is categorically exempt (Class 5) from further environmental review; Class 5 exemptions
include minor modifications to land use limitations; and,
WHEREAS, at its meeting of June 25, 1996, the Planning Commission held a duly -
noticed public hearing to consider testimony both in favor of and in opposition to t e proposed
modifications to the Composite Development Plan for "Area D-2" and forwarded a reco endation
of approval to the City Council; and,
WHEREAS, at its meeting of July 16, 1996, the City Council held a
public hearing to consider testimony both in favor of and in opposition to the proposed 1
to the Composite Development Plan for "Area D-2."
NOW, THEREFORE, BE IT RESOLVED, that the City Council
Juan Capistrano does hereby make the following findings:
1. The proposed development is consistent with the Municipal
Comprehensive Development Plan in that the applicant has proposed 112 dwelling units

in addition to the 144 units approved for Area D-1. Therefore, the total number of units in "Area D"
will be 256, as permitted by the Composite Development Plan.
2. The project is consistent with the development standards for single-family
residences contained in Comprehensive Development Plan 81-2 in that the lots will have a minimum
of 30 percent open area per lot. Also, the Composite Development Plan specifies that setbacks are
to be established during review of individual projects, and the setbacks of five feet and ten feet
proposed by the applicant are consistent with other planned communities of similar lot and residence
size.
3. The site plan is consistent with existing and proposed land uses in that the site
will be developed as single-family residences of a type and scale which are compatible with adjacent
residential developments and open space areas.
4. The architectural design of the project is generally consistent with the
Community Design Element of the General Plan in that the residences include elements which are
characteristic of Mediterranean architecture and are typified by the use of high quality materials such
as smooth stucco finishes, wrought iron, and rough sawn stained wood. Additionally, units which
are adjacent to streets shall have fully -detailed elevations, insuring that the neighborhood has a
pleasing and well-developed appearance.
5. The general site considerations have been designed to provide a desirable _
environment for the public in that the buildings will be developed to standards which provide
adequate open area on each lot (minimum 30% as required by Code), separation between buildings
consistent with development of this scale, and landscaped slopes providing separation between the
rear yards of most of the residences.
6. The proposed development will provide adequate parking in that space to park
approximately 237 cars on -street to service the proposed 112 dwelling units has been distributed
evenly throughout the neighborhood.
7. The general design of the buildings are consistent with the Architectural Design
Guidelines in that the applicant is proposing to utilize high-quality materials including wood and
wrought iron details, solid wood front doors and roll -up doors, and stucco embellishments at
windows and eaves. Also, the inclusion of elements such as courtyards and balconies on the front
elevations of the residences is consistent with the Architectural Design Guidelines.
8. The site plan is functional with regards to off-site traffic conditions in that the
proposed development is consistent with the approved densities of the Glendale Federal Planned
Community, and therefore traffic generation for this project has been anticipated and planned for in
the development of adjacent streets. Additionally, five-foot sidewalks have been provided on each
side of the local streets, and a sidewalk and off-road bike trail will be provided along Via Entrada
consistent with the approved Composite Development plan for "Area -D." _

9. The general landscape design will provide an attractive enviromnent for the
' public in that the applicant has proposed unique landscape palettes for each street within the
development, providing unity of the streetscape for each street, while also provid' g variety of
median, accent and slope plantings, further providing a cohesive and pleasing landscap plan for the
neighborhood.
10. The applicant's payment of in -lieu fees in place of providing acti a facilities at
the private park within Area D-2 will permit active improvements at parks which have eater public
accessibility.
BE IT FURTHER RESOLVED, that the City Council does hereby approve the
proposed revisions to the Composite Development Plan for "Area D-2" of the Glejdale Federal
Planned Community.
