Resolution Number 97-11-18-1173 RESOLUTION NO. 97-11-18-1 INVENTORY OF HISTORIC AND CULTURAL LANDMARKS - LITTLE HOLLYWOOD RESIDENTIAL DISTRICT A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA, APPROVING AN AMENDMENT TO THE CITY'S INVENTORY OF HISTORIC AND CULTURAL LANDMARKS BY DELETING CERTAIN STRUCTURES SITUATED WITHIN THE LITTLE HOLLYWOOD NEIGHBORHOOD AND RESCINDING RESOLUTION NO. 92-9-15-6 WHEREAS, the City's Community Redevelopment Agency has requested an amendment to the City's Inventory of Historic and Cultural Landmarks to delete certain structures situated within the Little Hollywood neighborhood; specifically 10 dilapidated structures from that list, including the Quezada (26603 Mission Street), R. Garcia (26580 Mission Street), G. Sanchez (26590 Mission Street), J. Martinez (26595 Mission Street), T. Martinez (26599 Mission Street), L. Juarez (26591 Mission Street), T. Alarcon (26511 Mission Street), Rosales (265 10 Mission Street), J. Garcia (26519 Mission Street), and the Mendez (26513 Mission Street) structures; and, WHEREAS, the proposed project has been processed pursuant to Section 9-2.301, Development Review of the Municipal Code; and, WHEREAS, the Environmental Administrator has reviewed the project initial study prepared pursuant to Section 15063 of the California Environmental Quality Act Guidelines; and, pursuant to Section 15070 of the California Environmental Quality Act Guidelines, has issued a negative declaration and caused a Notice of Negative Declaration to be posted pursuant to Section 15072 of the California Environmental Quality Act Guidelines; and, has otherwise complied with all applicable provisions of the California Environmental Quality Act; and, WHEREAS, the Cultural Heritage Commission has considered the Environmental Administrator's determination pursuant to Section 15074 of the California Environmental Quality Act; and, WHEREAS, the Cultural Heritage Commission conducted a duly -noticed public meeting on Tuesday, October 28, 1997, pursuant to Section 9-2.313 of the Municipal Code to consider public testimony on the proposed project; and, WHEREAS, the City Council conducted a duly -noticed public meeting on Tuesday, November 18, 1997, pursuant to Section 9-2.313 of the Municipal Code to consider public testimony on the proposed project. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of San Juan Capistrano does hereby make the following findings: -1- 174 1. The proposed project is consistent with the policies and objectives of the San _— Juan Capistrano General Plan, specifically, the Historic and Archaeologic Element because the project will result in preservation of architecturally significant residences associated with residential development during the 1930's and 1940's; and, 2. The proposed project is consistent with the provisions established by Section 9-2.310, Historical and Cultural Landmarks, of Title 9, Land Use, of the Municipal Code with respect to demolition of structures because the project site has been photographically surveyed; and, 3. The proposed project is consistent with the criteria established by City Council Policy 602, Alteration, Modification, or Demolition of Significant Structures, which mandates the preparation of a photographic inventory of any historic structure listed on the City's Inventory of Historic and Cultural Landmarks which has been approved for demolition. BE IT FURTHER RESOLVED, that the City Council of the City of San Juan Capistrano hereby approves the proposed amendment as reflected in Exhibit "A", subject to the following conditions: 1. Prior to development of any replacement housing in the Little Hollywood neighborhood, the City will prepare and process a Master Site Development Plan for the Little Hollywood neighborhood consistent with the provisions of Title 9, Land Use, of the Municipal Code. 2. The architectural design of all replacement bungalows shall conform to the approved architectural designs prepared by Thirtieth Street Architects consisting of design concepts for Bungalow "A", "B", and/or "C" which reflect the building mass, scale, materials and details embodied in the Little Hollywood bungalows.
