ESTABLISHING APPROPRIATION LIMITS - 1997-98 FISCAL YEAR
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN JUAN
CAPISTRANO, CALIFORNIA, ADOPTING ITS ARTICLE XIIIB
APPROPRIATION LIMITS (GANN LIMIT) FOR THE 1997-98 FISCAL YEAR
WHEREAS, on November 6, 1979, the voters of California added Article XIIIB to
the State Constitution placing various limitations on the appropriation of the State and local
governments; and,
WHEREAS, Article XIIIB provides that the appropriation limit for the fiscal year
1997-98 is calculated by adjusting the base year appropriations of fiscal year 1978-79, if desired, with
changes in California per capita personal income or non-residential assessed valuation and change in
City or County populations, and the recalculations of appropriation limits from the 1986-87 fiscal
year stipulated by Proposition 111; and,
WHEREAS, the City reserves the right to adjust its 1993-94 and 1994-95 and 1995-
96, 1996-97 and 1997-98 limits as information regarding change in non-residential assessed valuation
is made available by the County; and,
WHEREAS, the information necessary for making these adjustments is attached as
Exhibit A; and,
WHEREAS, the City of San Juan Capistrano has complied with all the provisions of
Article XIIIB and amendments thereto per Proposition 111 in determining the appropriation limits
for fiscal year 1997-98.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of San
Juan Capistrano does hereby establish that the appropriation limit for 1996-97 shall be $29,024,992.
The City of San Juan Capistrano's Budget Appropriation subject to limit for 1997-98 shall be
$9,891,210.
