RESOLUTION NO. 98-7-7-6
SUPPORTING PLACEMENT OF STATEWIDE SCHOOL BOND
MEASURE ON NOVEMBER 1998, GENERAL ELECTION BALLOT
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN JUAN
CAPISTRANO, CALIFORNIA, CALLING ON CALIFORNIA STATE
LEGISLATORS TO PLACE A STATEWIDE SCHOOL BOND MEASURE ON
THE NOVEMBER 1998, GENERAL ELECTION BALLOT
WHEREAS, the California State Legislature is currently considering the placement
of a Statewide school bond on the regular November 1998, General Election ballot, since it did not
do so for the June 1998, Primary Election ballot; and,
WHEREAS, the California State Legislature has only until July 13, 1998, to place
said Statewide school bond on the regular November 1998, General Election ballot; and,
WHEREAS, if the Legislature fails to place said Statewide school bond on the
November 1998, General Election ballot, the next time it can do this is in the year 2000; and,
WHEREAS, Capistrano Unified School District, which includes the cities of Dana
Point, laguna Niguel, San Juan Capistrano, San Clemente, and a portion of Mission Viejo, as well
as the unincorporated areas of Aliso Viejo, Coto de Caza, Dove Canyon, Las Flores, Rancho Santa
Margarita and Wagon Wheel, has for the past 10 years experienced growth in student enrollment in
excess of 70 percent and will continue to grow in the foreseeable future; and,
WHEREAS, Capistrano Unified School district is a State Priority 1 school district,
because it generates locally 50 percent of the funds necessary to build new schools as part of the
State School Building Program, and currently has its 50 percent share for construction of four new
schools and is planning for up to six more new schools which could begin construction in 1999; and,
WHEREAS, the cost of building new schools in California is so high that local
school districts cannot construct new schools without the State's financial assistance, or 50 percent
share; and,
WHEREAS, because of the State Legislature's past inaction on addressing this need,
the State of California does not have any funds available to pay for new schools; and,
WHEREAS, two new elementary schools located in San Juan Capistrano and an
accompanying expansion of Marco Forster Middle School will be funded with future State bond
funds.
NOW, THEREFORE, BE IT RESOLVED, that the City Council ofthe City of San
Juan Capistrano does hereby call upon the State Legislators to take action on resolving the school
facilities crisis facing local school districts and South Orange County families by voting before the

July 13, 1998, deadline in support of placing a Statewide school bond on the regular November
1998, General Election ballot.
