RESOLUTION NO. 98-4-7-5
APPROVING APPLICATION - STATE OF CALIFORNIA
1998 COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN JUAN
CAPISTRANO, CALIFORNIA, APPROVING AN APPLICATION AND
CONTRACT EXECUTION FOR FUNDING FROM THE GENERAL/NATIVE
AMERICAN ALLOCATION OF THE STATE COMMUNITY DEVELOPMENT
BLOCK GRANT PROGRAM, AUTHORIZING THE EXECUTION OF A GRANT
AGREEMENT AND ANY AMENDMENTS THERETO WITH THE STATE OF
CALIFORNIA FOR THE PURPOSES OF THIS GRANT AND COMMITTING
LOCAL LEVERAGE
WHEREAS, the City of San Juan Capistrano, 32400 Paseo Adelanto, San Juan
Capistrano, California 92675, will be applying directly to the State of California Housing and
Community Development Department for funding under the State of California 1998 Community
Development Block Grant Program; and,
WHEREAS, it has been determined by the Planning Director that the projects and
activities proposed for funding under the State of California Community Development Block Grant
Program are necessary for the community, and the additional points obtained by committing local
funds for the administration of the State -funded Community Development Block Grant Program is
necessary to ensure the City's application is competitive against other jurisdictional applications.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of San
Juan Capistrano does hereby make the following findings:
1. The proposed project is consistent with the policies and objectives of the San
Juan Capistrano General Plan; and,
2. The proposed project is consistent with the policies and objectives of the San
Juan Capistrano Housing Element.
BE IT FURTHER RESOLVED, that the City Council of the City of San Juan
Capistrano has reviewed and does hereby approve an application for up to $500,000, including (a)
General Administrative ($37,500); (b) Housing Rehabilitation/Mobile Home Improvement Program
Within Target Areas ($330,000); (c) Community Facilities - Day Care Facility Improvements
($10,000); (d) Public Services - Capistrano Adult School Day Care ($76,250); and, (e)
Complimentary Activity - Mobile Home Improvement Program Outside Target Areas ($46,250).
BE IT FURTHER RESOLVED, that the City Council, if the grant application is
approved, will hereby provide local leverage/commitment of $12,500 in-kind staff time for the general
administration of the State of California Housing and Community Development Department
Community Development Block Grant Program.

BE IT FURTHER RESOLVED, that the City Council authorizes and directs the
City Manager to act on the City's behalf in all matters pertaining to the Community Development
Block Grant Program application.
BE IT FURTHER RESOLVED, that the City Council, if the application is
approved, authorizes the City Manager to enter into and sign the grant agreement and any
amendments thereto with the State of California for the purposes of this grant.
