AMENDING RESOLUTION NO. 94-12-6-5, THE CITY'S PERSONNEL
CLASSIFICATION AND COMPENSATION PLAN - FISCAL YEAR 1999-2000
CLASSIFIED MEMORANDUM OF UNDERSTANDING
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN JUAN
CAPISTRANO, CALIFORNIA, AMENDING RESOLUTIONNO.94-12-6-5, THE
CITY'S PERSONNEL CLASSIFICATION AND COMPENSATION PLAN
(FISCAL YEAR 1999-2000 MEMORANDUM OF UNDERSTANDING - SAN
JUAN CAPISTRANO CITY EMPLOYEES ASSOCIATION)
WHEREAS, the City Council of the City of San Juan Capistrano is authorized and
directed under the City's Personnel Rules and Regulations to adopt and amend a Personnel
Classification and Compensation Plan in order to administer the City's Personnel Management
System; and,
WHEREAS, a Memorandum of Understanding has been entered into between the
San Juan Capistrano City Employees Association and the City; and,
WHEREAS, the City now desires to amend the Personnel Classification and
Compensation Plan and the Personnel Rules and Regulations in order to implement the provisions
of said Memorandum of Understanding, and to provide similar compensation for part-time
employees; and,
WHEREAS, the City's Personnel Rules and Regulations provide that adoption or
amendment of the City's Personnel Classification and Compensation Plan and the Personnel Rules
and Regulations shall be made by resolution of the City Council.
NOW, THEREFORE, BE IT RESOLVED, that the City Council ofthe City of San
Juan Capistrano does hereby amend Resolution No. 94-12-6-5, the City's Personnel Classification
and Compensation Plan as set forth in Attachment "A" and Attachment `B" (Salary Schedule)
attached hereto; and, amend Resolution No. 97-8-19-3, the City's Personnel Rules and Regulations
as set forth in Attachment "C."

MAINTENANCE WORKER I
Class specifications are intended to present a descnptive list of the range of duties performed by employees in the class. Specifications
are not intended to reflect all duties performed within the job.

To perform a variety of maintenance functions in public works including city sewer lines and pump stations, mainte-
nance of public buildings and facilities, or street maintenance, landscaping, irrigation, weed abatement, equestrian,
open space and right-of-way; and to perform a variety of maintenance functions relative to assigned area of
responsibility.
This is the entry level class within the Maintenance Worker series. This class is distinguished from the Maintenance
Worker II by the performance of the more routine tasks and duties including performing less complex maintenance
activities. Since this class is typically used as a training class, employees may have only limited or no directly related
work experience.
Receives immediate supervision from assigned supervisory or management staff.
ESSENTIAL FUNCTION STATEMENTS - Essential responsibilities and duties may include, but are not limited
to, the following:
Essential Functions:
1. Assist in public works maintenance activities, including either maintenance of city sewer lines and pump
stations, maintenance of public buildings and facilities and fleet maintenance and repair, or street
maintenance, park maintenance, landscaping, irrigation, weed abatement, equestrian, open space and right-
of-way maintenance.
2. Operate a variety of maintenance equipment including a cement mixer, air compressor, flusher, mowers, fork
lift, cutting torch and basic hand and power tools including chain saw, weedeater, drills and related tools.
3. Assist in breaking and repairing concrete and asphalt surfaces; assist in excavation and replacement of
concrete and asphalt surfaces; assist in performing hot patching and sealing of surfaces; shovel and rake
asphalt.
4. Dig ditches; backfill trenches and holes; assist in installing storm drain pipes.
5. Assist in setting up and taking down of traffic warning devices and barricades for traffic control. Adherence
to standard safety precautions, as demonstrated by supervisory staff.

6. Assist in maintaining City right-of-way; trim weeds around roadways; pick up litter on medians, gutters,
curbs and related areas.
7. Assist in maintaining and caring for street and park trees to ensure public safety; trim and prune trees to keep
streets and sidewalks clear.
8. Assist in installing, maintaining and repairing traffic signs and markers.
9. Assist in maintaining, cleaning and repairing sewer lines, storm drains and drainage ditches; assist in
repairing or replacing sewer lines due to leaks; assist in unclogging sewer lines.
10. Assist in monitoring and checking sewer lift stations, pumps and control panels; assist in cleaning stations;
assist in repairing and overhauling pumps, motors, chlorinators and control valves.
if. Assist in performing preventive and general maintenance on vehicles and equipment; and, maintaining service
records.
12. Assist in maintaining park grounds including maintenance and removal of trees, shrubs and lawns; and, assist
in maintaining bike and equestrian trails.
13. Assist in providing assistance at fairs, parades and other special events; assist in the set-up of public
equipment.
14. Assist in providing emergency assistance, as necessary.
15. Perform related duties and responsibilities as required.

am not intended to reflect all duties performed within the job.
DEFINITION
To perform a variety of maintenance functions in public works including city sewer lines and pump stations, mainte-
nance of public buildings and facilities, or street maintenance, landscaping, irrigation, weed abatement, equestrian,
open space and right-of-way; and to perform a variety of maintenance functions relative to assigned area of
responsibility.
DISTINGUISHING CHARACTERISTI
This is the full journey level class within the Maintenance Worker series. Employees at this level receive only
occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures
and policies of the work unit. Positions in this class differ from the Senior Maintenance Worker class in that the latter
assumes lead supervisory responsibilities.
SUPERVISION RECEIVED AND EXERCISED
Receives general supervision from higher level supervisory or management staff.
ESSENTIAL FUNCTION STATEMENTS - Essential responsibilities and duties may include, but are not limited
to, the following:
Essential Functions:
1. Participate in all public works maintenance activities, including either maintenance of city sewer lines and
PUMP stations, maintenance of public buildings and facilities and fleet maintenance and repair, or street
maintenance, park maintenance, landscaping, irrigation, weed abatement, equestrian, open space and right-
of-way maintenance.
2. Operate a variety of maintenance equipment including a water truck, backhoe, dump truck, grader, dozer,
sweeper, roller, cement mixer, air compressor, flusher, mowers, fork lift, cutting torch and basic hand and
power tools including chain saw, weedeater, drills and related tools.
3. Construct forms, and lay and finish cement on curb, gutter, sidewalk, street, alley and other related areas.
4. Break and repair concrete and asphalt surfaces; excavate and replace concrete and asphalt surfaces; perform
hot patching and sealing of surfaces; shovel and rake asphalt.
5. Dig ditches; backfill trenches and holes; install storm drain pipes.
6. Ensure adherence to standard safety precautions; set up and take down traffic warning devices and barricades
for traffic control.

12. Inspect City buildings and facilities for damage and safety hazards; prepare work orders; make repairs; assist
with weed and litter abatement for assigned zone.
13. Perform a variety of functions in building maintenance renovation and modification including plumbing,
carpentry, electrical work and heating and air conditioning.
14. Perform preventive and general maintenance on vehicles and equipment; maintain service records.
15. Maintain park grounds including maintenance and removal of trees, shrubs and lawns; maintain bike and
equestrian trails.
16. Provide assistance at fairs, parades and other special events; set-up public equipment.
17. Provide emergency assistance, as necessary.
18. Perform related duties and responsibilities as required.

ATTACHMENT "C"
The following modifications shall be made to the City's Personnel Rules and Regulations:
Section 6.20
The following language is to be added to Section 6.20 of the Personnel Rules:
Overtime shall be assigned/offered to full time permanent employees before being
assigned/offered to part-time or temporary employees. Part-time or temporary
employees may work overtime only if no full time permanent employee is available
and/or interested in doing so.
Section 7.13
Section 7.13 shall be modified as follows: the sick leave cash out policy, during
employment and at termination, shall be modified to grandfather current benefits for
employees hired before July 1, 1999. Employees hired on or after July 1, 1999,
shall abide by the following sick leave cash out schedule:
Less than 2 years None
More than 2 years 50%
Section 7.20
The bereavement policy shall be modified as follows: 3 days of bereavement leave
shall be granted when a death in the employee's immediate family requires travel
within a 300 -mile radius of the employee's residence; and, 5 days if it requires
traveling outside a 300 -mile radius of the employee's residence; and,
Grandparents -in-law shall be included in the definition of immediate family for
bereavement leave purposes.
