APPROVING TENTATIVE PARCEL MAP 92-125 WAIVER
(HIRSON/PLAZA DE LAS GOLONDRINAS)
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN JUAN
CAPISTRANO, CALIFORNIA, APPROVING A REQUEST FOR A WAIVER OF
TENTATIVE PARCEL MAP 92-125, LOCATED AT THE NORTHEAST
CORNER OF ORTEGA HIGHWAY AND RANCHO VIEJO ROAD (HIRSON/
PLAZA DE LAS GOLONDRINAS)
WHEREAS, the applicant, Geoff Hirson, 27210 Ortega Highway, San Juan
Capistrano, California 92675, has requested approval of a waiver of Tentative Parcel Map 92-125,
permitting the filing of a final parcel map. The proposed parcel map would subdivide a 2.37 -acre
parcel into four numbered lots corresponding to four existing or proposed structures and a lettered
lot containing parking and common landscape areas. The project site is located at the northeast
corner of Ortega Highway and Rancho Viejo Road; and,
WHEREAS, a mitigated negative declaration was prepared for the Plaza de las
Golondrinas project (Architectural Control 91-9, Rezone 91-4, General Plan Amendment 92-2, and
Tentative Parcel Map 92-125) in 1992. The Environmental Administrator has determined that the
proposed waiver is consistent with the previous approvals and therefore no additional environmental
review is required for the proposed waiver.
NOW, THEREFORE, BE IT RESOLVED, that the City Council ofthe City of San
Juan Capistrano does hereby make the following findings:
1. The Tentative Map Process notwithstanding, the proposed project is otherwise
subject to the development review requirements and conditions of Chapter 2 of Title 9 of the
Municipal Code. The proposed waiver will allow the development of Plaza de las Golondrinas, an
approximately 27,000 -square -foot commercial retail development. This project, including a Rezone
from the Commercial Office District to the Precise Plan District, a General Plan Amendment from
the 1.4 (Medium Density Residential) Land Use Designation to the Special Study (SS) Designation,
an Architectural Control application for site development, and Tentative Parcel Map 92-125 dividing
the site into four numbered lots and one lettered lot, was reviewed for compliance with the City's
Municipal Code and all other City provisions in 1992.
2. The proposed project complies with all ofthe requirements ofthe Subdivision
Map Act and Title 9 of the Municipal Code, as determined in City Council Resolution No.
92-10-6-3, approving Tentative Parcel Map 92-125.

BE IT FURTHER RESOLVED, that the City Council of the City of San Juan
Capistrano approves the waiver of Tentative Parcel Map 92-125, permitting the filing of a final map.
