VENDORS" - CAPISTRANO VILLAS
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN JUAN
CAPISTRANO, CALIFORNIA, ESTABLISHING "NO PARKING EXCEPT BY
LICENSED VENDORS' IN THE CAPISTRANO VILLAS I, Il, AND III
(TRACTS 7160, 7183, 7191, 7192, 7193, 7194, 7195, AND 7196) DURING
THE TIMES LISTED AND RESCINDING RESOLUTION NO. 96-8-6-6
WHEREAS, on August 6, 1996, the City Council adopted Resolution No.
96-8-6-6, establishing "No Parking Except by Licensed Vendors" areas, and certain
modifications are now necessary; and,
WHEREAS, the Superior Court for the State of California approved a
settlement to provide vendor parking in the City of San Juan Capistrano; and,
WHEREAS, the parties to the above-mentioned settlement have agreed to
the modifications contained in this Resolution; and,
WHEREAS, the following parking regulations are consistent with the terms
of the City's Vendor Ordinance; and,
WHEREAS, the City Council has determined that the public health, safety,
and welfare will be promoted by designating the hereinafter -described areas as "No
Parking Except by Licensed Vendors" areas; and,
WHEREAS, Title 4, Chapter 7, authorizes the City Council to establish
vendor parking in the Capistrano Villas I, II, and III (Tracts 7160, 7183, 7191, 7192, 7193,
7194, 7195, and 7196) within the City.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of
San Juan Capistrano that the following streets or portions thereof shall be designated as
"No Parking Except by Licensed Vendors" areas during the times outlined.
SECTION 1. Need for Modifications/Rescinding Previous
Resolution.
Modifications to the restrictions outlined in previous Resolution No. 96-8-6-6,
adopted by the City Council on August 6, 1996, are necessary to further promote the public
health, safety, and welfare. Also, revisions are being made to two vendor parking
locations; therefore, Resolution No. 96-8-6-6 is being rescinded in its entirety and the
following provisions adopted in its place.

SECTION 2. Areas Affected and Time Restrictions.
A. Calle San Diego, northerly side, from a point 62 feet easterly of
Avenida De La Vista, then easterly 35 feet
8:00 a.m. to 8:00 p.m., from the first Sunday in April through the last
Saturday in October
8:00 a.m. to 7:00 p.m., from the last Sunday in October through the
first Saturday in April
B. Calle San Antonio, southerly side, from a point established by the
intersection of said roadway's centerline and its easterly curb line, then southwesterly 35
feet, as measured along the curb line
8:00 a.m. to 8:00 p.m., from the first Sunday in April through the last
Saturday in October
8:00 a.m. to 7:00 p.m., from the last Sunday in October through the
first Saturday in April
C. Paseo San Gabriel, easterly of Avenida De La Vista, from a point
established by the intersection of said roadway's centerline and its easterly curb line, then
20 feet southerly and 20 feet northerly of said point, as measured along the curb line
8:00 a.m. to 8:00 p.m., from the first Sunday in April through the last
Saturday in October
8:00 a.m. to 7:00 p.m., from the last Sunday in October through the
first Saturday in April
D. Calle San Luis, southerly side, from a point 25 feet easterly of Avenida
De La Vista, then easterly 25 feet
8:00 a.m. to 8:00 p.m., from the first Sunday in April through the last
Saturday in October
8:00 a.m. to 7:00 p.m., from the last Sunday in October through the
first Saturday in April
E. Calle San Juan, westerly side, from a point 68 feet southerly of Calle
San Luis, then southerly 33 feet

G. Los Rios Street, southerly of Via Barcelona, from a point established
by the intersection of said roadway's centerline and its southerly curb line, then 20 feet
easterly and 20 feet westerly of said point, as measured along the curb line

Saturday in October
8:00 a.m. to 7 00 p.m., from the last Sunday in October through the
first Saturday in April
SECTION 3. Parking Prohibition.
A. Except as otherwise provided in this Resolution, it shall be unlawful
for any licensed vendor to park or stop any vehicle on any street or part thereof in the
Capistrano Villas I, II and III (Tracts 7160, 7183, 7191, 7192, 7193, 7194, 7195, and 7196).
B. Except for a licensed vendor as provided in this Resolution, it shall be
unlawful for any person to park or stop any vehicle in the areas and during the times
described in Section 2 of this Resolution.
C. Except as provided in this Resolution, it shall be unlawful for more than
one licensed vendor to park or stop any vehicle in any one space in the areas and during
the times described in Section 2 in this Resolution.
SECTION 4. Exceptions.
1. Nothing is this Resolution shall restrict the parking or movement of any
authorized emergency vehicle, City vehicle, duly -licensed official vehicle, public utility
vehicle, or any vehicle used for the collection or delivery of United States mail.
2. The licensed vendor parking locations established in Section 2 of this
Resolution shall be occupied by only one (1) licensed vendor; however, two (2) vendors
may occupy the same space so long as only one vendor is actively selling while the other
vendor is temporarily waiting for the active vendor to relocate to another space.

SECTION 5. Enforcement.
Vehicles in violation of this Resolution shall receive citations in accordance
with standard parking violation procedures of the Orange County Sheriffs Department.
SECTION 6. Posting.
The Department of Engineering and Building and the Department of Public
Works shall install all necessary signs that provide notice of the aforesaid parking
restrictions.
