Resolution Number 00-3-7-4RESOLUTION NO. 00-3-7-4 SUPPORTING ASSEMBLY BILL 1885 (CORREA) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA, SUPPORTING ASSEMBLY BILL 1885, AN ACT TO AMEND SECTIONS 627, 22350, AND 22351 OF THE VEHICLE CODE RELATING TO VEHICLES WHEREAS, existing law defines an engineering and traffic survey to be a survey of highway and traffic conditions in accordance with methods determined by the Department of Transportation and lists factors that must be included in the survey; and, WHEREAS, engineering and traffic surveys are used, in conjunction with other factors, to set speed limits; and, WHEREAS, Assembly Bill 1885 would establish posted speed limits as absolute speed limits; and, WHEREAS, Assembly Bill 1885 would requirethat pedestrians and bicyclists' safety, as well as impact and quality of life, be considered as factors in engineering and traffic surveys; and, WHEREAS, the City Council of the City of San Juan Capistrano believes greaterweight should be placed on these factors, above and beyond the prevailing speed, in establishing speed limits. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of San Juan Capistrano does hereby support passage of Assembly Bill 1885, "An Act to amend Sections 627, 22350, and 22351 of the Vehicle Code, relating to Vehicles," as authored by Assembly Member Correa, and does hereby encourage the State Assembly and the State Senate to pass this bill, and Governor Davis to sign this bill into law.
