Resolution Number 00-2-14-4RESOLUTION NO. 00-2-15-4 SUPPORTING MEASURE F ON THE MARCH 7, 2000 BALLOT A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA, SUPPORTING ORANGE COUNTY MEASURE F ON THE MARCH 7, 2000 BALLOT - THE SAFE AND HEALTH COMMUNITIES INITIATIVE WHEREAS, the City of San Juan Capistrano is an associate member of the EI Toro Reuse Planning Authority; and, WHEREAS, the EI Toro Reuse Planning Authority is in favor of implementing the highest and best use for the former Marine Corp Air Station, EI Toro and has included substantial community input in the development of a consensus plan for such reuse; and, WHEREAS, Orange County residents show increasing preference for a non - aviation reuse of the base and strong desire to have a vote on the reuse of EI Toro; and, WHEREAS, the County of Orange has repeatedly followed a highly divisive planning process that ignores the legitimate concerns of local communities when planning for EI Toro and other airport projects, jail expansions, and landfills; and, WHEREAS, the voters have demonstrated their desire to improve the County planning process by the act of collecting the largest number of signatures for an initiative petition in the County's history for the Safe and Healthy Communities Initiative, Measure F on the March 7, 2000 ballot; and, WHEREAS, the Safe and Healthy Communities Initiative is a County -side ballot measure which would require a two-thirds vote before construction of a commercial airport, a hazardous waste landfill, or a large jail in a residential neighborhood; and, WHEREAS, Measure F would require that the costs and impacts of airports, large jails near homes, and toxic landfills must be fully disclosed to the voters whose approval must be obtained before the project can proceed. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of San Juan Capistrano does hereby support a Yes vote on Measure F as being in the best interests of the entire County of Orange and its residents.
